Recognize difficulties and problems

Mr. Vu Van Phiet, 75 years old, in Thang village, Tien Trang commune, Thanh Hoa province, is a prestigious senior party member, trusted and listened to by the people. However, due to declining health, Mr. Phiet has encountered many difficulties in mass mobilization work. He confided: "I really want to help people better understand the policies of the Party, the local Party Committee and government, but because my health does not allow it, I am powerless." In the same situation, Mr. Le Van San, 72 years old, in Kien Xuong commune, Hung Yen province, shared: "I was elected by the villagers to be the Party Cell Secretary, but because of my old age, weak health, and the large area after the merger, traveling within the village and commune is quite difficult."

In the context of digital transformation, a difficulty is also raised is the ability to access technology of elderly party members. Mr. Tran Van Bay, Group 8, Tay Mo Ward, Hanoi City, frankly expressed: "I and many elderly party members are still quite confused when using information technology and social networking platforms to grasp and quickly update the policies and guidelines of the Party and State".

According to Mr. Nguyen Thanh Binh, Chairman of the Vietnam Association of the Elderly, most of the elderly party members are currently 60-70 years old; many are old, weak, have underlying diseases, and have limited mobility and communication. Some people are not healthy enough to regularly participate in party cell meetings or activities in residential areas. In remote areas and ethnic minority areas, economic conditions and difficult means of transportation also affect their participation in social work. In addition, many elderly party members, although still lucid and prestigious, have not been assigned specific tasks in party cells or local mass organizations.

Mr. Nguyen Thanh Binh also frankly shared: “Some senior party members think that they have fulfilled their responsibilities, so they are reluctant to participate in common activities, especially when they no longer hold positions in the grassroots political system. Besides, some party cells do not have appropriate incentive mechanisms and have not built an open and friendly environment for party activities, leading to the lack of participation of senior party members.”

Encourage, motivate, and promote influence

Mr. Luu Sau Van, 74 years old, former Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Dong Van District (formerly Ha Giang), now in Dong Van Commune, Tuyen Quang Province, said: "To encourage and motivate elderly party members to participate in local activities, it is necessary for the grassroots Party Committee and authorities to participate in promoting the role of "bridge" between the Party Committee and authorities with elderly party members and the people". Sharing the same view, Mr. Tran Huu Binh, former Standing Deputy Secretary of the Party Committee of the Central Enterprises Bloc, emphasized: "Local Party Committees and authorities need to regularly organize activities to commend and reward elderly party members and prestigious people to honor, encourage and motivate them to continue to promote their sense of responsibility in mass mobilization work".

Talking to us, Colonel Phan Van Dien, former Deputy Commissar of the Naval Academy, said: “Promoting the role of senior party members and prestigious people in propaganda and education work at the grassroots level is very necessary. Therefore, grassroots party committees need to have appropriate mechanisms to help them access official information technology, contributing to the fight against erroneous viewpoints, and at the same time propagating to the people in close and easy-to-understand ways.”

Mr. Nguyen Thanh Binh affirmed: “When trusted, given favorable conditions and given the right direction, senior party members will continue to promote the quality of “older age, higher ambition”, contributing to consolidating people’s trust in the Party, strengthening the great national unity bloc and maintaining political stability from the grassroots”. To promote the role of senior party members at the grassroots level, Mr. Nguyen Thanh Binh suggested: “The Party, the State and authorities at all levels need to have unified and specific regulations on assigning tasks, assigning work or supporting regimes for senior party members and prestigious people participating in political and social activities at the grassroots level. At the same time, it is necessary to regularly do a good job of honoring and rewarding them to encourage their spirit of dedication, contributing to maintaining the spiritual foundation of society, ensuring stability and sustainable development”.

Promoting the role of elderly party members at the grassroots level is not only a recognition of the contributions of the elderly but also a strategy for effectively using a valuable resource in Party building at the grassroots level. To do that, it is necessary to have the initiative of the Party cell, the flexibility of the Party Committee and the consensus of the elderly party members themselves. When the elderly are respected, empowered and facilitated, they will continue to be steadfast "spiritual milestones" in each village, hamlet, village and neighborhood.

Dr. Tran Anh Tuan, Chairman of the Vietnam Association of Administrative Sciences, former Deputy Minister of Home Affairs, affirmed: "Promoting the role of elderly party members in propaganda and mobilizing people is the right direction, in line with the nation's tradition of respecting the elderly and our Party's ideology of "taking people as the root".
