Tax authorities promote transformation and accompany business households

Speaking at the ceremony, Deputy Director of the Tax Department Mai Son highly appreciated MISA's initiative and said that the Tax sector is focusing on building a smart electronic tax ecosystem for business households and individuals.

In the fourth quarter of 2025, the Tax Department will upgrade eTax Mobile and related applications, research and automatically synthesize revenue data from electronic invoices to determine the amount of tax payable, create suggested declarations, helping taxpayers only need to check and confirm. "This tool will be especially useful in eliminating lump-sum taxes, avoiding errors and increasing the initiative of business households," said Mr. Son.

At the same time, the Tax sector is committed to cutting at least 30% of procedure processing time and compliance costs, standardizing forms, and switching to electronic forms to facilitate people.

According to statistics, 98% of business households have declared and paid taxes electronically, more than 18,500 households have switched to declaring, and 133,000 households have registered to use electronic invoices from cash registers. These figures show the positive changes and quick adaptation of the business community to the new policy.

Deputy Director Mai Son emphasized: The key goal in the coming time is to help business households fulfill their tax obligations conveniently, transparently and modernly. The Tax Department is coordinating with the Ministry of Finance to build a new legal framework, including three key points: amending the Law on Tax Administration; building separate policies for business households; developing a simple accounting regime associated with the application of digital technology".

Mr. Nguyen Van Than - Chairman of the Association of Small and Medium Enterprises (VINASME), affirmed that the small and medium enterprise community highly appreciates MISA's efforts in popularizing digital technology to each business household, helping them easily convert to modern management forms, reduce procedural burdens and increase business efficiency.

According to the new direction, the Ministry of Finance and the General Department of Taxation are accelerating the amendment of the Tax Administration Law No. 38/2019/QH14, abolishing the lump-sum tax form, and at the same time building a new tax calculation method in the Personal Income Tax Law and the VAT Law.

The goal is to encourage business households to be transparent about costs, boldly invest in expansion, and ensure fairness with businesses. Specifically, households with complete accounting books will be charged personal income tax on actual profits, similar to businesses, while small groups will still have simplified procedures and reduced compliance costs.

Along with that, the Tax Department is classifying business households according to revenue scale, applying appropriate risk management mechanisms and encouraging production expansion.

Notably, the Ministry of Finance also coordinated with the Department of Accounting and Auditing Supervision to amend the accounting regime for business households and micro-enterprises in a simple, easy-to-implement manner, without creating specialized accounting personnel.

When a household business develops into an enterprise, the owner can still maintain electronic accounting books on supporting platforms such as MISA eShop, saving costs and time.
