The political report presented to the 1st Congress of the Dong Nai Provincial Party Committee, term 2025-2030, identified strong development of the private economy, expansion of economic sectors, contributing to promoting double-digit growth. This is one of the important tasks to transform the growth model; taking science, technology, innovation, digital transformation, sharing economy, and knowledge economy as the main driving force.
Affirming the role of the private economy
From a national perspective, as Vietnam is integrating strongly, the private economy, the business community and Vietnamese enterprises play an increasingly important role. The Party and the State have made new decisions to better promote the role of the private economy in the national economy, considering it the main driving force for the country's development. In particular, Resolution 68-NQ/TW was issued by the Politburo on April 5, 2025 on private economic development (Resolution 68-NQ/TW), marking a historic step in establishing the private economic sector as the most important driving force of the Vietnamese economy.
According to Associate Professor Dr. Tran Dinh Thien, former Director of the Vietnam Economic Institute, in general, Vietnamese enterprises are good at withstanding shocks but are slow to grow for many reasons. Growth resources need to be unlocked for the private economy to access, thereby helping enterprises have more motivation and strength to develop, especially credit capital, land, resources and high-quality human resources, especially in the technology, engineering and finance sectors... Resolution 68-NQ/TW was born as the "key" to remove difficulties, paving the way for the remarkable development of this sector, thereby shaping the national economy.
From a local perspective, Chairman of the Dong Nai Business Federation Dang Van Diem said: Through the survey, the business community currently wishes to have favorable conditions in accessing land, production premises, green credit capital flows and support for connecting to the production supply chain. The business community expects the government to continue to improve the business environment, creating conditions for businesses to develop, especially in the current difficult context.
The good news, according to Mr. Dang Van Diem, is that with Resolution 68-NQ/TW, for the first time, the role of the private economy has been identified as the most important driving force for development. In recent times, to concretize the above resolution, many policy programs and activities of the Government, ministries, branches and localities have been implemented to affirm and promote the development of the private economy. This is an opportunity but also a challenge, requiring the business community to be proactive in grasping and striving for development.
On the government side, in many meetings and contacts with local businesses, Mr. Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed: Dong Nai identifies the private economy as playing an important role in local economic development. The private economy contributes more than 60% of the total social development investment capital and makes a large contribution to the state budget. Therefore, the province builds policies to support small, micro and medium enterprises, and business households to convert their business types to enterprises. Dong Nai will gradually remove bottlenecks, bottlenecks, barriers and pay attention to and listen to the opinions of the business community, including private enterprises, to create a competitive environment and development advantages for local enterprises.
Strong development of economic components

Accordingly, Dong Nai creates a fair and transparent business environment to support the sustainable development of enterprises and economic sectors. Promote the development of the private economy, exploit the potential and creativity of people and enterprises. Develop a team of entrepreneurs with ethics, business culture and patriotism, courage, intelligence, national pride and aspiration to contribute.
Orientation to develop state-owned enterprises with leading roles and international competitiveness in key areas such as technology, digital transformation, finance, agriculture and telecommunications. Strengthen the mechanism of assigning tasks to enterprises with sufficient capacity to carry out strategic tasks.
Focus on improving the capacity and scale of local enterprises. Innovate and improve the efficiency of collective economy, encourage the development of various types of cooperatives. Prioritize the development of collective economy associated with high-tech agriculture, digital economy, green economy, circular economy, and sharing economy.
According to experts, the merger to form the new Dong Nai province will help the locality promote its existing advantages, continue to attract investment capital, and expand development space to highly competitive industries and fields.
Many policies support land access for businesses Implementing Resolution 68 of the Politburo dated May 4, 2025 on private economic development, the National Assembly passed Resolution 198 of 2025 on May 17, 2025. Resolution 198 sets out many special mechanisms and policies to create favorable conditions for the private economic sector to develop strongly and sustainably, including the issue of land access. Accordingly, localities are allowed to use the budget to support investment in infrastructure of industrial parks and industrial clusters, creating conditions for small and medium enterprises, high-tech enterprises, and innovative start-ups. Some specific policies are: Reserve at least 20 hectares/area or 5% of the total area of the industrial park for high-tech enterprises in the private economic sector, small and medium enterprises, and creative startups to rent or sublease. Reduce at least 30% of land rental fees for the first 5 years from the date of signing the land lease contract with the investor of industrial park infrastructure, industrial clusters, and technology incubators. This support will be reimbursed by the State to the investor. In addition, in the case of newly established industrial parks and industrial clusters that have not yet received support from the State, after 2 years from the date of completion of infrastructure investment without any enterprises eligible for land lease incentives, the investor of the industrial park or industrial cluster infrastructure has the right to lease or sublease to other enterprises. At the same time, the economic scale and geographical location also create conditions for businesses in the province to connect to cooperate and develop together. For example, with the Dong Nai Young Entrepreneurs Association, after merging with the Binh Phuoc Young Entrepreneurs Association, the association has more than 700 members. Mr. Dang Quoc Nghi, Chairman of the Dong Nai Young Entrepreneurs Association, said: Connecting members and creating opportunities for businesses to cooperate with each other is a regular activity of the association. The Dong Nai Young Entrepreneurs Association also encourages businesses to cross-use each other's products, goods and services, promote linkage and cooperation activities within the young entrepreneur community and linkage and cooperation with outside organizations and businesses. At the same time, the association will actively act as a "bridge" between the State and businesses for the common development goal of the locality.
