Completely prevent destructive fishing in coastal areas

QTO - The use of electric shocks, explosives, and prohibited fishing gear to exploit aquatic resources is a dangerous act that endangers human life, depletes aquatic resources, and pollutes the marine environment. However, many fishermen still secretly use these destructive methods in coastal waters, especially coral reef areas, causing serious consequences.

Still overfishing

Fisherman Tran Tu in village 6, Trieu Co commune said that in recent years, trawlers from other provinces have continuously appeared in the waters of Trieu Co commune. Recently, many small-capacity boats fishing near the shore using crab traps, parrotfish nets, squid nets, etc. have had their fishing gears lost by trawlers, causing damage ranging from several million to several tens of millions of dong.

This is also the common situation of many coastal communes in the province, such as Vinh Hoang, Ben Hai, Cua Viet, Nam Cua Viet, My Thuy... Dredging is a fishing profession based on the principle of "filtering water to get fish", collecting "the best and the worst", causing the destruction of bottom-layer organisms. Dredging boats often have large capacity (over 90CV, speed from 10-12 nautical miles/hour), pulling a net with heavy iron wire to rake deep into the seabed. The small mesh of the net causes anything in its path such as shrimp, fish, snails, crabs... to be swept clean. And for profit, many dredging boats have violated fishing routes, going deep into the shore only 3-5 nautical miles to sweep near-shore aquatic products, causing damage and loss of fishermen's fishing gear.

Fisherman Le Van Tuan in Dong Luat village, Vinh Hoang commune said that in recent years, divers in the provinces, especially Quang Ngai , have been secretly working in the Vinh Hoang and Cua Tung reef systems. Instead of diving by hand, they often use electric shock. Divers carry two electric shock rods, when they reach the bottom, they insert the electric shock into the ground, causing clams, snails... to rise and be easily harvested. Some divers even use electric shock guns to shoot out 200-300V current to paralyze aquatic species. Although they know that using electric shock guns causes the extinction of aquatic species and even endangers the lives of divers, for profit, they still violate the law.

Strictly handle violations

Director of the Con Co Island Marine Reserve Management Board Nguyen Van Hoa said that recently, there has been a situation where fishermen have been secretly and illegally exploiting aquatic resources using explosives, electric shocks and many other methods around the Con Co special zone, even in the waters of the Con Co Island Marine Reserve. This illegal exploitation has depleted aquatic resources, destroyed the marine ecosystem and affected the livelihoods of fishermen.

To prevent this, the Department of Agriculture and Environment has directed the Con Co Island Marine Reserve Management Board to strengthen coordination with relevant agencies, units and local authorities in collecting information on illegal fishing subjects; strengthen patrolling, inspection, examination and control at sea; strictly handle cases of illegal fishing violations according to the provisions of Decree No. 38/2024/ND-CP of the Government.

Con Co Special Zone coordinates with the Department of Agriculture and Environment to regularly propagate and raise awareness among fishermen. When fishermen discover illegal fishing vessels, they need to promptly report the vehicle registration number, coordinates of the violation, and direction of movement so that the authorities can promptly handle the situation.

Deputy Head of the Department of Fisheries and Fisheries Surveillance Nguyen Duc Trung said that, implementing the direction of the Provincial People's Committee, the Department of Agriculture and Environment has proactively coordinated with relevant agencies and units to strengthen the inspection, control and supervision of fishing vessels from other provinces in the waters of Quang Tri . Through patrols and inspections, it was found that fishing vessels mainly exploit purse seine, drag net, gill net and trawl.

However, there are still some fishing vessels that store electric shocks on board for clandestine exploitation. Since the beginning of 2025, maritime law enforcement forces have organized 19 patrols, inspected 286 fishing vessels; disseminated information to fishermen on over 350 fishing vessels and handled administrative violations on 45 fishing vessels, with a total fine of more than 1.6 billion VND.

In the coming time, the Department of Fisheries and Fisheries Surveillance will proactively coordinate with relevant agencies and units to continue to promote propaganda for fishermen about the harmful effects of using electric shocks, explosives, prohibited fishing gear and mobilize fishermen to sign commitments. At the same time, strengthen inspection, control, and strictly handle cases of illegal fishing violations. Promote the role of fishing groups and teams for sustainable production, safe boats, and act as "eyes and ears" for the authorities, promptly detect and prevent violations.
