3 strategic breakthroughs for a strong business community

Over the past 80 years, the business community and the team of entrepreneurs have grown stronger, promoting their leading and pioneering roles and missions in socio-economic development and deep integration with the world. The Government has always accompanied businesses and entrepreneurs in promoting the implementation of 3 strategic breakthroughs in the direction of "open institutions - smooth infrastructure - smart entrepreneurs".

Opportunity to affirm courage, intelligence and stature

The year 2025 is of special importance to the country. This is the final year of implementing the 5-year socio -economic development plan 2021-2025, the year of acceleration, breakthrough, and reaching the finish line; well preparing the fundamental factors to successfully implement the 10-year strategy 2021-2030. This is also the year of many important events of the country, leading up to the 14th National Party Congress, opening a new era - the era of rising up, developing richly, civilized, and prosperous for the nation.

The Government targets GDP growth of 8.3-8.5% from now until the end of 2025, to create a solid foundation for achieving double-digit growth in the 2026-2030 period.

To achieve this goal, total social investment capital needs to be at least 174 billion USD, and the growth rate of the business sector must reach at least double digits.

To successfully implement the set socio-economic development goals and tasks, we need to change our thinking, awareness, vision and take decisive action, unleashing all driving forces for national development.

Proactively and actively create and serve people and businesses

The Party, the National Assembly and the Government have issued many important policies to unlock resources and create favorable conditions to promote rapid and sustainable economic growth. In particular, the Government is committed to always standing side by side with the business community, ready to support the removal of difficulties and obstacles to create favorable conditions for production, business and investment activities.

Politburo member and Prime Minister Pham Minh Chinh often emphasizes the important message that the Party and State always pay special attention to, support, and create favorable conditions for the business community and entrepreneurs to develop sustainably.

Accordingly, focus on building and perfecting institutions and laws, creating a favorable environment to attract investment, develop production and business; ensure that enterprises of all economic sectors are treated fairly and equally. Issue many laws, mechanisms and policies for the development of enterprises and entrepreneurs. Promote decentralization and delegation of power; cut administrative procedures; reduce inconvenience and harassment; reduce compliance costs for enterprises.

Remove difficulties for production and business, remove all barriers for businesses and entrepreneurs; promote public-private cooperation, between domestic and foreign. Train and develop high-quality human resources, have outstanding incentive policies to attract talents, especially in high-tech fields, new industries, create motivation to promote strong development of businesses and entrepreneurs.

Promoting the development of strategic infrastructure such as transport infrastructure, energy, telecommunications, digital infrastructure... contributes to
reduce input costs for products, increase labor productivity and competitiveness in the market.

Prioritize and support large enterprises, pioneers in leading a number of key and important industries and fields; encourage and support enterprises to reach out to international markets and build international brands. Support small enterprises to become large enterprises, large enterprises to become larger enterprises, participate in the global value chain and become multinational enterprises.

The Prime Minister said that we aim to have about 2 million enterprises by 2030, contributing 55-58% of GDP, creating jobs for 84-85% of the workforce; increasing labor productivity by 8.5-9.5%/year; by 2045, there will be at least 3 million enterprises, contributing over 60% of GDP, having international competitiveness, and participating deeply in the global value chain.

The Head of Government requested to continue to innovate development thinking, unify awareness of the position and role of enterprises and entrepreneurs as the vanguard force, brave and resilient soldiers on the business and economic front; create high consensus in society and take strong actions to support business development. Focus on reviewing and perfecting institutions and laws, creating a favorable investment and business environment for the business community and investors. The spirit is to quickly change the state from "centralized management - if you can't manage, ban" to the state of "proactively and actively creating and serving the people and businesses".

Emphasizing three strategic breakthroughs in the direction of "open institutions - smooth infrastructure - smart entrepreneurs", the Prime Minister called on the Vietnamese business community and entrepreneurs to unite, join hands, and work together with the Government, all levels, sectors and localities to strive to continue writing the glorious history of 80 years of Vietnamese enterprises - all for the goal of building a strong and prosperous Vietnam, where people have a prosperous and happy life.

At the high-level dialogue session of the Vietnam Private Economic Forum 2025 on the afternoon of September 16, the Prime Minister presented 16 words "Pride - Patriotism - Intelligence - Humanity - Ethics - Integration - Development - Breakthrough" and affirmed: "Government accompanies, ministries innovate, infrastructure is smooth, institutions are creative, pioneering enterprises, Vietnam develops".
The Head of Government hopes that the business community in general and private enterprises in particular will continue to accompany the Party, the State and the people, in the spirit of working together, enjoying together and being proud of Vietnamese values.

It can be seen that the future of the Vietnamese business community is very promising but also full of challenges. Advances in new technology, along with the constantly improving business environment, will create new opportunities for businesses to develop. The business sector will play an even more important role in the prosperity of the country, as General Secretary To Lam affirmed: "Whether our country can become a developed industrial country with high income by 2045 or not depends on the responsibility of the business community and businesses today and in the future."
