
Ninh Thang I Urban Area Project is a project to build an urban area with mixed-use functions, synchronous in technical infrastructure, social infrastructure combined with housing. The project is a case where the State reclaims land for socio -economic development, for national and public interests according to the provisions of Clause 27, Article 79, Land Law 2024 (formerly Clause 3, Article 62, Land Law 2013). The State shall compensate and support households according to the policy and unit price at the time of implementation.
Ninh Thang I Urban Area Project affects 8.19 hectares of land, all of which are agricultural land of 117 households, belonging to two residential groups Hanh Cung and Ha Trao, Nam Hoa Lu ward.
During the process of site clearance for the Project, in addition to the households whose land was recovered and agreed, there were still households who did not agree because they believed that the land recovery for urban construction was carried out by the investor, so they had to negotiate the transfer of land use rights and compensation price with the land users.
Specifically, out of a total of 117 households, 53 households cooperated in the declaration, counting and measurement work; 61 households did not cooperate and did not comply with the compulsory counting decision; the Ward People's Committee is continuing to complete the records of 3 households because the households were absent from the locality.
To completely resolve the problems in the site clearance of this project, the People's Committee of Nam Hoa Lu Ward has coordinated with the Vietnam Fatherland Front Committee of the Ward to organize the implementation of compensation, support and resettlement tasks, and with related units to organize propaganda, mobilization and dialogue with households. However, the households have not yet agreed.

Pursuant to Article 88 of the 2024 Land Law, on October 9, 2025, the Chairman of the People's Committee of Nam Hoa Lu Ward issued 61 decisions to enforce compulsory inventory for the above 61 households. After that, 3 more households agreed and currently there are 58 households that still do not agree and must undergo compulsory inventory.
At the enforcement session, the representative of the Enforcement Board of Nam Hoa Lu Ward announced 58 enforcement decisions, immediately after that, enforced the counting, surveying, and measuring of land, assets such as trees and crops currently on the land for individuals and households within the clearance area. This is the basis for making compensation, support, and resettlement plans to implement the Project.

The process of organizing compulsory inventory was carried out in accordance with the procedures prescribed by law, with the participation and witnessing of relevant parties, ensuring publicity, transparency, democracy, objectivity, order and safety. Previously, the notices and decisions on compulsory inventory enforcement of the People's Committee of Nam Hoa Lu Ward were delivered to households, publicly posted and announced on mass media.
The compulsory organization of land inventory and site clearance for the Ninh Thang I Urban Area Project is a necessary measure in the context of Ninh Binh continuing to accelerate the progress of land acquisition and site clearance to serve the construction of key projects, which are expected to create a great impetus for socio-economic development for the province.
