"Skilled mass mobilization" in propaganda for land clearance at An Mong 1 Residential Group

“With skillful mass mobilization, everything will be successful” - Uncle Ho's teaching has been creatively and effectively applied by the cadres and party members of An Mong 1 Residential Group, Tien Son Ward in building the model of "Skilled mass mobilization in propagating and mobilizing people to clear land". From there, it creates high consensus among the people, gradually removing "bottlenecks" in site clearance work, implementing infrastructure construction projects, serving the local socio-economic development.

Thanks to "skillful mass mobilization", An Mong 1 Residential Group, Tien Son Ward has created consensus and support from the people in the movement of donating land for rural roads and site clearance for urban and traffic infrastructure projects in the ward.

In the period of 2020 - 2025, the emulation movement "Skilled mass mobilization" of Tien Son ward was vigorously deployed. In 5 years, the whole ward has built and replicated 66 models in various fields; including 6 town-level models (recognized by the old Duy Tien town); 1 model was recognized at the provincial level, which is the model "Skilled mass mobilization to propagate and mobilize people to clear land" of An Mong 1 residential group.

Comrade Hoang Thi Thom, Deputy Secretary of the Party Cell, Head of An Mong 1 Residential Group, said that the residential group has 407 households with 1,384 people. In the process of building new rural areas and implementing projects, mobilizing people to donate land for road construction or to relocate and clear houses and properties for site clearance is identified as the most difficult task. To be successful, mass mobilization work must be given top priority.

To convince the people, cadres and party members in the residential group need to be exemplary and take the lead in implementation. At the same time, each grassroots cadre must always be close to understand the aspirations of the people and speak with them. A solution chosen by the Party Committee and the government of An Mong 1 residential group is to build and implement the model of "Skilled mass mobilization" with the content of "Propaganda and mobilization of people to clear the land".

In order to concretize the implementation of the model, the Party Cell of the Residential Group organized meetings, issued resolutions, developed plans, established propaganda and mobilization teams and assigned specific tasks to each party member, union member, and member of the organizations in the Residential Group. Propaganda work was carried out regularly, continuously and in many forms, notably through the grassroots loudspeaker system during the hours when people were most present at home.

In particular, the residential group has promoted the role of mass organizations and religions. Mr. Tran Thanh Yen, Head of the Elderly Association of the residential group, said that promoting the spirit of "Old age, bright example", the Association has been exemplary, actively propagandizing and mobilizing members to proactively mobilize relatives, families and neighbors to join hands in implementing the criteria and targets for building new rural areas and agreeing on land acquisition for investment projects to build traffic and urban infrastructure in the ward. Thanks to that, 100% of elderly households actively responded to local policies.

Mrs. Le Thi Hien's family is one of the exemplary Catholic families leading the movement of donating land to build new rural areas at An Mong 1 parish, Tien Son ward.

In addition, as the area has 90% of Catholics living, the Party Committee and the government have cleverly persuaded the Head of the parish to participate in the Front Work Committee to mobilize people to agree and unite Catholics and non-Catholics to join hands in building and developing their homeland. Therefore, the parishioners actively donated land, supported funds and construction materials for rural roads; and agreed to move the graves of Catholics to the parish cemetery when the people's cemetery had to be cleared.

This success is demonstrated through specific stories. The family of Mrs. Le Thi Hien, an exemplary Catholic family, voluntarily dismantled the entire bathroom, outbuildings, and moved back the wall to donate nearly 22 square ^meters of their family's land to upgrade and expand the road in front of their house. Mrs. Hien excitedly said: "Now the road has been expanded, not only making it easier to circulate and transport goods, but also creating a clean and beautiful landscape and environment; the rural appearance has improved, so I am very happy."

An Mong 1 residential group has 38 households that must be relocated due to being included in the clearance area of ​​the Ring Road 5 project parallel to the Capital region with a length of more than 3km.

In the period of 2024-2025, Tien Son ward is focusing on site clearance to implement a series of important projects, which are meaningful in promoting the socio -economic development of the province such as: Ring Road 5 parallel to the Capital region, Doi Son spiritual tourism area, International film studio to restore Thang Long Imperial Citadel and 2 projects of Dong Van 5 and Dong Van 6 Industrial Parks. In which, An Mong 1 residential group has 38 households that will have to be relocated because they are in the clearance area of ​​the Ring Road 5 parallel to the Capital region project with a total length of more than 3km.

When this policy was implemented, the people of An Mong 1 Residential Group all agreed, highly agreed, and were ready to sacrifice their own interests for the common development of the province and the locality. The site clearance work up to this point has been very smooth, without encountering any difficulties. The Residential Group has mobilized the people to clear 11.5 hectares of land to hand over to the project construction unit on schedule.

A typical example is the family of Mrs. Nguyen Thi Ha. Although they had to move away from their spacious, two-story house, along with the family's ancestral temple and the orchard left by their grandparents and ancestors, thanks to the active and reasonable propaganda and mobilization of the Neighborhood Group, her family happily agreed to the compensation plan. She shared: "My husband and I, as well as many surrounding households, understand that if our homeland develops and becomes rich and beautiful, no one but our descendants will benefit."

The Party Committee, the government, the Front Committee of An Mong 1 Residential Group and representatives of the construction unit of the Ring Road 5 project worked with the family of Ms. Nguyen Thi Ha (in purple shirt, sitting on the far right) on the plan to clear the family's residential land area to serve the project construction.

Comrade Nguyen Thanh Binh, Vice Chairman of Tien Son Ward People's Committee, said that in the period of 2020-2025, Tien Son Ward has invested in the construction of 122 projects with a total investment of over 400 billion VND. Of which, 72 projects have been completed; 50 projects are under construction and are preparing to be implemented. In particular, rural traffic projects, schools, and facilities have been invested in and implemented simultaneously throughout the ward, contributing to changing the appearance of rural and urban areas, thereby contributing to improving the material and spiritual life of the people.

In the process of implementing infrastructure construction, the model of "Skilled mass mobilization in site clearance work" of An Mong 1 Residential Group has solved the difficult task that the Party Committee and the government are focusing on directing, creating a positive social effect, receiving the support, recognition and appreciation of cadres and party members of all walks of life. Thereby creating a strong spread to the remaining 21 residential groups, helping Tien Son ward promote the strength of the great solidarity of the people in organizing the successful implementation of socio-economic development tasks, maintaining political security, order and social safety in the ward.
