Decree on smart urban development

The Government issued Decree 269/2025/ND-CP dated October 14, 2025 on smart urban development.

This Decree provides for general provisions, orientations, projects, plans for smart urban development and smart urban planning, standards, regulations, interoperability and safety, smart urban information security, development of digital infrastructure and smart urban technical infrastructure, development of innovative infrastructure and controlled testing, development of buildings, urban areas and services, smart utilities, governance, management of smart cities, resources and investment in smart urban development, and implementation organization.

Smart building

The Decree stipulates that a smart building is a construction work that applies advanced technology, solutions, management systems and technical equipment in the design, construction and operation process to meet regulatory requirements.

Smart buildings must meet the following basic requirements:

+ Meet the requirements for environmentally friendly construction works, energy saving, climate change adaptation according to the provisions of law on construction and energy saving and efficient use.

+ Ability to connect, share data securely and seamlessly with the common ecosystem of the city or smart urban area, and the Smart Urban Monitoring and Operation Center.

+ Applying building information modeling (BIM) in the design, construction and operation management process.

+ Maintain and ensure a comfortable, secure and safe living and working environment for users through smart building management systems (BMS).

+ Ensure safety, information security, confidentiality and protection of personal data of project users.

Smart urban areas and technology urban areas

The State encourages investors to develop smart urban areas and technology urban areas.

Requirements for smart urban areas:

+ Meet general requirements for urban areas according to legal regulations and smart urban development requirements.

+ Meet the requirements for digital infrastructure readiness, be provided with management services using information and communication technology solutions to collect, analyze, and integrate information to serve the provision of smart utility services and urban management.

+ Apply and maintain solutions to use energy economically and effectively, promptly warn of risks, and ensure safety and security for residents.

+ Ability to connect, share data securely and seamlessly with the urban ecosystem.

+ Conduct assessment and certification of smart urban areas according to the regulations of the Ministry of Construction to independently assess and publicly disclose the level of compliance with the prescribed requirements. The Ministry of Construction periodically inspects the certification of smart urban areas, issues guidelines on the framework for assessing smart urban areas; the capacity framework of units and organizations conducting assessment and recognition; and publicly announces the results of assessment and certification.

Requirements for technology urban areas: in addition to meeting the requirements of smart urban areas, technology urban areas must develop a number of functions in research and testing, production and product development, technology demonstration, startup ecosystem, support for science and technology development, innovation and digital transformation. The scale of residential land area serving residents must not exceed 15% of the land area with infrastructure of the technology urban area.

Smart urban services and utilities

The Decree also regulates smart urban services and utilities. Specifically, smart urban services and utilities must be designed in a user-centric manner, ensuring inclusiveness, easy access and use for all subjects, including the elderly, people with disabilities and other vulnerable groups.

The application of artificial intelligence in public services that impact the rights and interests of citizens must comply with the principles of transparency, accountability, fairness and be subject to human supervision as prescribed by law.

The State prioritizes and encourages research, development and deployment of proactive, personalized public services based on data analysis, to bring the best experience and most effective service to people and businesses; encourages the development of shared platforms, attracts socialization and public-private cooperation in investment in developing smart urban services and utilities.

The development of smart urban applications in the fields of environment, waste collection and treatment, healthcare, education, urban security and safety, culture, tourism, entertainment and other fields shall comply with current legal regulations of each field, guidelines and regulations of specialized Ministries and provisions of this Decree.

Organizing and managing freight transport, smart urban logistics applying technology to optimize freight flows, reduce logistics costs, limit impacts on traffic and the environment; encouraging the construction of smart logistics centers, optimizing delivery routes, deploying smart delivery systems and delivery vehicles using green energy.

The provincial smart urban development project must specifically identify a list of basic services and optional services prioritized to attract investment and encourage development in each phase.

Regulations on agencies performing the function of People's Public Security inspection

The Government has just issued Decree 273/2025/ND-CP dated October 16, 2025 regulating the organization and operation of People's Public Security inspection.

In which, the Decree stipulates that the People's Public Security inspection agency includes:

+ Inspectorate of the Ministry of Public Security (hereinafter referred to as the Inspectorate of the Ministry);

+ Provincial and centrally-run city police inspectors (hereinafter referred to as provincial police inspectors);

+ Inspector of the Police Department managing detention camps, compulsory education facilities, and reformatories; Inspector of the Police Department of Fire Prevention, Fire Fighting, and Rescue (hereinafter referred to as the Inspector of the Department).

Police units and localities with 200 or more officers and soldiers shall arrange full-time inspectors; with less than 200 officers and soldiers, shall arrange part-time inspectors.

The number of full-time inspectors and part-time inspectors at the police units and localities is decided by the heads of the police units and localities.

Ministry Inspectorate, Provincial Police Inspectorate

The Inspectorate of the Ministry is responsible for assisting the Minister of Public Security in state management of inspection work, receiving citizens, resolving complaints and denunciations, and preventing and combating corruption and negativity in the People's Public Security; performing inspection tasks for agencies, organizations and individuals under the management and within the scope of state management of national security protection, ensuring social order and safety of the Ministry of Public Security; performing the tasks of receiving citizens, resolving complaints and denunciations, and preventing and combating corruption, waste and negativity in accordance with the provisions of law.

The Ministry Inspectorate has a Chief Inspector, Deputy Chief Inspector, Inspectors and professional and technical officers and non-commissioned officers.

The appointment, reappointment, dismissal, removal, transfer, rotation, and secondment of the Chief Inspector of the Ministry shall be carried out in accordance with the provisions of Clause 2, Article 12 of the Law on Inspection.

The Provincial Police Inspectorate is responsible for assisting the Director of the Provincial Police Department and centrally-run cities in managing inspection work, receiving citizens, resolving complaints and denunciations, and preventing and combating corruption and negativity; performing inspection tasks for agencies, organizations and individuals under its management and within the scope of decentralized state management on national security protection, ensuring social order and safety; performing tasks of receiving citizens, resolving complaints and denunciations, and preventing and combating corruption, waste and negativity according to the provisions of law.

The Provincial Police Inspectorate has a Chief Inspector, Deputy Chief Inspector, Inspectors, and professional and technical officers and non-commissioned officers.

The appointment, reappointment, dismissal, removal, transfer, rotation, and secondment of the Chief Inspector of the Provincial Police must have the written consent of the Chief Inspector of the Ministry before being decided.

Inspector of the Fire Prevention, Fire Fighting and Rescue Police Department

The Inspectorate of the Fire Prevention, Fire Fighting and Rescue Police Department is responsible for assisting the Director in managing the inspection work, receiving citizens, resolving complaints and denunciations, and preventing and combating corruption and negativity; performing the task of inspecting the compliance with policies and laws on fire prevention, fire fighting and rescue for agencies, organizations and individuals under the State management scope of fire prevention, fire fighting and rescue of the Department according to the decentralization of the Ministry of Public Security; performing the task of receiving citizens, resolving complaints and denunciations, and preventing and combating corruption, waste and negativity within the Department according to the provisions of law.

The Fire Prevention, Fire Fighting and Rescue Police Department Inspectorate has a Chief Inspector, Deputy Chief Inspector, Inspectors and professional and technical officers and non-commissioned officers.

The appointment, reappointment, dismissal, removal, transfer, rotation, and secondment of the Chief Inspector of the Department must have the written consent of the Chief Inspector of the Ministry before being decided.

Regulations on the number of deputies in specialized departments and Public Administration Service Centers at the commune level

The Government issued Resolution No. 332/NQ-CP dated October 15, 2025 on the number of deputy heads of specialized departments and equivalent positions, Public Administration Service Centers under the People's Committees of communes, wards, and special zones of provinces and centrally run cities.

According to the Resolution, the specialized Departments and equivalents, the Public Administration Service Centers under the People's Committees of communes, wards, and special zones of provinces and centrally-run cities (hereinafter referred to as the People's Committees at the commune level) are arranged with an average of 02 deputy levels; in which, the leaders of the Public Administration Service Center at the commune level include the Director (the Vice Chairman of the People's Committee at the commune level does not concurrently hold the position of Director of the Public Administration Service Center at the commune level) and the Deputy Director equivalent to the Deputy Head of the Department under the People's Committee at the commune level.

The People's Committee at the commune level shall specifically decide on the number of deputy heads of specialized departments and equivalent positions, and the Public Administration Service Center under its management, ensuring that it does not exceed the total number of deputy heads as decided by the competent authority.

This Resolution comes into force from the date of signing and promulgation (October 15, 2025).

Dissolution of the Steering Committee for the implementation of the Plan for relocation of seaports on the Saigon River and Ba Son Shipyard

Deputy Prime Minister Tran Hong Ha signed Decision 2271/QD-TTg of the Prime Minister on dissolving the Steering Committee for implementing the Plan to relocate seaports on the Saigon River and Ba Son Shipyard.

Specifically, the Steering Committee for implementing the Plan for relocating seaports on the Saigon River and Ba Son Shipyard established by the Prime Minister in Decision No. 485/QD-TTg dated April 28, 2008 was dissolved.

The Ministry of Construction continues to manage the planning of seaports on the Saigon River according to its assigned functions and tasks.

The Ministry of Finance shall preside over and coordinate with the Ministry of Construction, the Ministry of Agriculture and Environment, and the People's Committee of Ho Chi Minh City to review and handle according to their authority or guide agencies and localities and directly direct the Vietnam National Shipping Lines and Saigon Port Joint Stock Company:

- Carry out the work of relocating Saigon Port infrastructure according to regulations.

- Carry out rearrangement and handling of houses and land at the old location (Nha Rong - Khanh Hoi port area) according to legal regulations.

Ho Chi Minh City People's Committee continues to carry out the planning of functional conversion to serve the relocation of infrastructure of ports on the Saigon River and Ba Son Shipyard according to its functions and tasks (city planning, land use planning); directs functional agencies, coordinates with Saigon Newport Corporation and Ba Son Corporation:

- Review and complete land lease procedures at the new location according to land law regulations.

- Review and carry out procedures for receiving land handover at old locations to implement City projects.

The Ministry of National Defense directed Saigon Newport Corporation and Ba Son Corporation to:

- Urgently develop a plan to handle according to regulations the proposed area to be retained at the old land locations of Saigon Newport Corporation and Ba Son Corporation (including the area retained to build the Corporation's headquarters and the area handed over to the People's Committee of Ho Chi Minh City).

- Review the amount of money collected, the amount of money used, and the amount of money still in use according to the law.

- Review and finalize investment projects at new locations (using revenue from old locations) of the Corporation according to the provisions of law.

Check and review all licensing, management, exploitation and operation of parking lots.

The Government Office has just issued Official Dispatch No. 10032/VPCP-CN dated October 16, 2025 conveying the opinion of Deputy Prime Minister Tran Hong Ha on continuing to review and handle parking lots under bridges and roads.

Specifically, considering the report of the Ministry of Construction in Document No. 247/BC-BXD dated October 10, 2025 on reviewing parking lots under bridges and roads, Deputy Prime Minister Tran Hong Ha requested the Chairmen of the People's Committees of provinces and centrally run cities to urgently implement the following contents:

Immediately review the planning of parking lots; adjust and supplement the planning of parking lots to ensure feasibility; have specific plans and solutions, focus on investing in parking lots that meet the required ratio, especially prioritizing immediate and timely investment to meet the needs of people in large cities, densely populated areas, and industrial parks; apply digital transformation in management, exploitation and maintenance, and implement non-stop toll collection at bus stations and parking lots in urban areas to improve traffic management and promote civilization in urban areas.

Inspect and review all licensing, management, exploitation and operation of parking lots (including temporary use of roads and sidewalks for the purpose of keeping vehicles in traffic), especially fire prevention and fighting; rectify licensing and management of parking lots at ward and commune levels, absolutely do not allow the existence of spontaneous parking lots that do not comply with the law.

Issue full regulations on the content and responsibilities in the management and protection of road infrastructure in the area; strengthen road and bridge patrols and inspections to promptly detect and prevent acts of encroachment, occupation, use and illegal construction within the protection area of ​​road infrastructure, especially under-bridge areas to ensure traffic order and safety and road construction safety; strengthen inspection and examination of road infrastructure protection.

Do a good job of propaganda and dissemination to help people understand the provisions of the law on protecting road traffic infrastructure, especially prohibited acts.

Strictly handle violations related to encroachment, occupation, use, and illegal construction within the protected area of ​​road infrastructure; violations of fire prevention and fighting regulations, and cases of using under bridges and under roads as illegal parking lots.

Strictly handle the responsibility of the Chairman of the People's Committee at the commune level if there is a repeat violation of using the area under bridges and roads as parking lots, causing unsafety for road works.

Adjusting the budget estimate and plan for public investment from the central budget in 2025

Deputy Prime Minister Ho Duc Phoc has just signed Decision 2273/QD-TTg on adjusting the estimates and plans for public investment from the central budget in 2025 among ministries, central agencies and localities.

Specifically, assign additional estimates and plans for public investment of central budget capital in 2025 of VND 1,926,908 billion from the increased central budget revenue in 2022 to Lam Dong province to implement the Project.

Adjusting the estimate and plan for domestic public investment from the central budget in 2025 by VND 101,490,915 billion of 16 ministries, central agencies and 03 localities to supplement the estimate and plan for central budget investment in 2025 for 13 ministries, central agencies and 15 localities, respectively.

Implement detailed allocation of estimates and plans for public investment from the central budget in 2025 for tasks and projects under the Medium-Term Public Investment Plan for the period 2021 - 2025 in compliance with regulations on capital allocation in the Law on Public Investment, the Law on State Budget and relevant legal provisions.

Dissolution of the Food Safety Management Board of Da Nang City

Deputy Prime Minister Le Thanh Long has just signed Decision 2272/QD-TTg dated October 16, 2025 of the Prime Minister on dissolving the Food Safety Management Board of Da Nang city.

Specifically, the Food Safety Management Board of Da Nang City was dissolved, which was piloted under Decision No. 1268/QD-TTg dated August 25, 2017 of the Prime Minister.
