Delegate Tran Thi Thanh Huong suggested group discussion.
Delegate Vo Thi Anh Xuan spoke.
National Assembly delegates from An Giang province contributed many ideas. Regarding the draft Law amending and supplementing a number of articles of the Law on Education , Vice President Vo Thi Anh Xuan paid attention to general education, because this is an important foundation of education.
During the two terms of the National Assembly, voters have been interested in the field of education, including general education. Delegates expect that after the amendment, the country will have a scientific, stable, orderly and effective general education system, meeting the requirements of building a future workforce.
Comrade Vo Thi Anh Xuan suggested that the education sector should have goals for general education that are suitable and stable with the country's requirements, political tasks, and close to the reality of the population, regions, and students. It should not impose too high expectations or requirements that exceed reality.
Delegate Nguyen Danh Tu, member of the National Assembly's Committee on Law and Justice, affirmed that this is a very important and consistent law, related to the entire national education system. In Article 6, he requested the drafting agency to supplement and clarify the regulations on vocational secondary education level; the position and correlation of this level with other levels (primary, vocational college), helping students find suitable jobs.
In Article 9, the policy of streaming students after graduating from high school is very correct. However, the practice of streaming students after completing grade 9 is still inadequate (40% go to vocational schools, 60% continue to high school). At the age of 15, they are still children, their awareness, health, psychology... are very special. It is necessary to review this streaming rate, focusing on high school students when they are 18 years old.
Delegate Chau Quynh Dao, Principal of Ngo Si Lien High School, Rach Gia Ward, said that up to now, the 10th grade entrance exam has been considered more difficult and stressful than the university entrance exam. If students fail the high school entrance exam, they will have the inferiority complex of "weak students" when transferring to vocational schools.
Vocational education policies are still facing shortcomings, such as: Many agencies manage together, making it difficult to decide on investment; training programs are not close to reality; after vocational training, it is difficult to find a job... Therefore, adding vocational secondary schools creates a legal corridor, helps reduce pressure on learners and their families, and creates a young workforce to meet the needs of digital transformation.
Delegate Luong Quoc Doan gave his comments.
Contributing to the draft Law on Vocational Education (amended), comrade Luong Quoc Doan, member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Chairman of the Central Executive Committee of the Vietnam Farmers' Association, suggested referring to regulations on interconnection between vocational training levels; criteria and standards of vocational practice facilities; vocational practice time... to avoid the situation of vocational training but still lacking vocational skills after completing the course. Along with that, attention should be paid to vocational training policies, preserving traditional occupations in a practical way, avoiding the situation of opening classes and then looking for students to meet the number.
