The first Patriotic Emulation Congress of Khanh Hoa province, term 2025-2030

Speaking at the opening of the Congress, comrade Nguyen Khac Toan, Chairman of the Provincial People's Committee, Chairman of the Emulation and Reward Council of Khanh Hoa province emphasized: "Keeping in mind the teachings of President Ho Chi Minh "Emulation is patriotism, patriotism requires emulation and those who emulate are the most patriotic", over the years, Khanh Hoa province has always considered emulation and reward work as an important driving force in promoting innovation, creativity and rapid, sustainable development".

Comrade Nguyen Khac Toan, Chairman of the Provincial People's Committee, Chairman of the Emulation and Reward Council of Khanh Hoa province delivered the opening speech of the Congress.

In the past 5 years (2020-2025), the patriotic emulation movement of Khanh Hoa province (before the merger) achieved many outstanding results such as completing 25/26 targets set out in the resolution, in which, some key targets exceeded the set plan.

The average annual economic growth rate (GRDP) is estimated at 8.2% (the Resolution sets the target at 7.5%); the export turnover of goods by 2025 is estimated at 2.2 billion USD (the Resolution sets the target at 2 billion USD).

Total social development investment capital for 5 years (2021-2025) is estimated at more than 370.2 trillion VND (Resolution sets out to reach about 360 trillion VND); average annual growth rate is estimated at 12.7% (Resolution sets out to increase by 12%/year).

Domestic budget revenue in 2025 will increase 2.2 times compared to 2020 (Resolution proposes to increase 2.2 times).

By 2025, the number of poor households is estimated to decrease by about 77% compared to 2021 (the Resolution proposes to reduce by half compared to the first year of the term); the poverty rate is 0.85%. Khanh Son and Khanh Vinh districts have been recognized as escaping from poor districts.

The development of three dynamic regions has been focused on leadership and direction and achieved positive results. Specifically, Nha Trang city continues to promote its role as a core urban area, a center of tourism and services, contributing about 15.7% of the province's budget revenue.

Cam Ranh Bay area continues to attract investment in high-class urban-tourism projects, contributing about 5.9% of the province's budget revenue.

Van Phong Economic Zone attracts key investment projects in the fields of industry, urban areas, and logistics, contributing about 18% of the province's budget revenue.

Khanh Hoa has resolutely, synchronously and effectively implemented Resolution No. 09-NQ/TW of the Politburo on building and developing Khanh Hoa province to 2030, with a vision to 2045; Resolution No. 55/2022/QH15 of the National Assembly and Resolution 42/ND-CP of the Government on piloting a number of specific mechanisms and policies for the development of Khanh Hoa province; many contents have been realized and brought about many positive results; economic bottlenecks have been gradually removed, attracting many strategic investors; planning has been accelerated and a number of specific mechanisms and policies have been effectively implemented.

In recent times, many patriotic emulation movements of Khanh Hoa province have been increasingly expanded, contributing significantly to the overall development of the province.

All levels, sectors, and people of all walks of life strive to compete, overcome difficulties, and achieve many achievements in all fields. Some typical models and examples, such as: The model of "People's Patrol Team"; the model of applying new technical advances and high technology to production associated with organizing production according to the value chain in apple growing in Cam Thanh Nam, Cam Ranh; the model of the Provincial Women's Union on "Building a family of 5 no, 3 clean" associated with building new rural areas... have created a profound influence in social life.

There are more and more typical individuals with good initiatives applied to production labor, bringing high economic efficiency. Typical examples include Mr. Hung Ky in Phuoc Dinh commune, a good farmer and businessman; Meritorious Doctor Huynh Van Thuong, Associate Professor, PhD, Deputy Director of the Provincial General Hospital, a typical example in the medical field, who has had outstanding achievements in scientific research, contributing to reducing costs and improving the quality of cardiovascular examination for the people;….

Farmer Hung Ky, Phuoc Dinh commune, Khanh Hoa province reported at the congress on the green asparagus growing model applying water-saving irrigation technology for high productivity, bringing in billions of dong in profit each year.

In order for the emulation movement to continue to develop and expand further, Khanh Hoa Provincial Party Secretary Nghiem Xuan Thanh suggested that all levels, sectors and localities need to continue to promote the patriotic emulation movement; identify emulation as sowing; reward as harvesting; thereby, linking emulation with timely, right-person, right-job rewards... so that the emulation movement of sectors and sectors; people emulation increasingly spreads in social life; confidently entering a new era with the whole country - the era of striving to develop richly and prosperously for the nation, towards successfully implementing the goals of the 10-year Socio-Economic Development Strategy 2021-2030.

Khanh Hoa Provincial Party Secretary Nghiem Xuan Thanh delivered a speech at the Congress.

The Congress announced the President's decision to award the Third Class Independence Medal to the Department of Home Affairs; the First Class Labor Medal to 1 individual; the Second Class Medal to 5 individuals and the Third Class Labor Medal to 20 individuals.

The Congress also announced the decision to award the Government's Emulation Flag to two collectives that had excellent performance in the 2024 emulation movement (Provincial Party Committee Organizing Committee and Department of Home Affairs); and awarded the Prime Minister's Certificate of Merit to 20 individuals and 8 collectives.

The Congress also elected 19 delegates to attend the 11th National Patriotic Emulation Congress in Hanoi in the coming time; at the same time, launched an emulation movement with the theme: Solidarity - Democracy - Discipline - Breakthrough - Development.

The Congress also set out seven key tasks, determined to compete in working with a spirit of speed, urgency, effort, promoting the spirit of dynamism, creativity, daring to think, daring to do, daring to take responsibility for the common interest to successfully complete the goals, targets and tasks according to the Resolution of the 1st Khanh Hoa Provincial Party Congress for the 2025-2030 term and the 5-year socio-economic development plan (2025-2030), bringing Khanh Hoa to comprehensive development, soon becoming a centrally-run city.
