Lesson 2: National strategy in the new period

To promptly implement the Party's resolutions and conclusions, on May 22, 2025, the Prime Minister signed Resolution No. 147/NQ-CP promulgating the national comprehensive strategy for preventing and responding to non-traditional security threats until 2030, with a vision to 2045 (Resolution No. 147).

The Resolution emphasizes raising awareness and proactively preventing and promptly responding to non-traditional security threats, including challenges related to information security and protecting ideological foundations in cyberspace. This demonstrates Vietnam's political determination to protect the Party's ideological foundation, closely linking ideological security with political security, cultural security and social security, in order to maintain stability for rapid and sustainable national development.

In the past, the concept of "security" was often associated with border protection and territorial sovereignty . Today, threats are increasingly diverse, unpredictable, and deeply infiltrate social life with sophisticated methods and tricks. Cyber ​​attacks, disseminating false information, and "psychological warfare" campaigns using digital platforms can directly impact the awareness, thoughts, and beliefs of individuals and communities. This is a form of "war without gunfire", with extremely dangerous and unpredictable consequences. In the world, many countries have considered ensuring ideological security as one of the top priorities. Vietnam, with the characteristics of a developing country with deep international integration, must be even more vigilant, not to be passive or surprised.

Resolution No. 147 clearly defines the viewpoint: Preventing and responding to non-traditional security threats is an important and regular responsibility, right and obligation of the entire political system and the entire people, under the absolute and direct leadership of the Party in all aspects. At the same time, it emphasizes the need to promote the spirit of proactive prevention, taking prevention as the foundation, with the motto of early, from afar, from the grassroots; proactively eliminating causes and conditions that can lead to the emergence and development of non-traditional security threats.

In the past, the concept of "security" was often associated with border protection and territorial sovereignty. Today, threats are increasingly diverse, unpredictable, and penetrate deeply into social life through sophisticated methods and tricks.

In the world, many countries have built early warning systems, applying artificial intelligence (AI) to analyze and detect malicious information flows in cyberspace. Vietnam is no exception to that trend. The deployment of national cybersecurity monitoring and management centers, combined with big data analysis systems, allows the detection of targeted media attack campaigns. Resolution No. 147 sets the target that by 2030: All key areas of non-traditional security threats will be equipped with monitoring, surveillance and early warning systems; forming a database related to non-traditional security threats in the National Data Center towards a complete, synchronous and interconnected data system.

However, an equally important issue is to strengthen the "resistance" of society, improve political capacity and people's immunity against false information. Therefore, Resolution No. 147 emphasizes the importance of linking the protection of ideological security with the building of a clean and strong Party. Reality has proven that where Party building and political system building are focused, ideological security is strengthened. Therefore, the urgent task now is to continue to tighten discipline and order in the Party, promote the exemplary role of cadres and party members, especially leaders, and combine with promoting digital transformation, applying AI and big data to improve forecasting, monitoring and response capabilities. At the same time, promote political and ideological education for cadres, party members and the younger generation; promote the power of mainstream press and media in guiding public opinion.

In the context of globalization, the work of ensuring cultural and ideological security needs special attention. The introduction of foreign cultural products, if not selected and oriented, can have a negative impact on the value system and social norms. Deviant trends, pragmatic lifestyles, and individualism easily spread through social networks, directly affecting the awareness and ideology of the community. Therefore, it is necessary to strengthen cultural management and orientation, contributing to protecting the Party's ideological foundation. Resolution No. 147 requires raising awareness and proactively preventing and responding to non-traditional security threats, paying special attention to protecting information security and ideological foundations in cyberspace, in conjunction with perfecting the system of policies and laws on ensuring network security and preventing and combating high-tech crimes.

On the other hand, it is necessary to promote the movement of the entire people to protect the security of the Fatherland, build a solid "people's heart position", closely linking the task of protecting ideological security with improving the material and spiritual life of the people. Specifically, it is necessary to prioritize ensuring social justice, narrowing the gap between rich and poor among the population and regions, thereby nurturing national solidarity, creating a solid foundation to successfully carry out the mission of protecting the Fatherland in the context of challenging international integration. Grasp the development of social mood and opinion, promptly reflect and advise on resolving outstanding issues right at the grassroots level, not allowing hostile forces to take advantage of distortions, incitement and turn them into threats to national security. "People's heart" is the source of national strength, where the spirit of ardent patriotism, solidarity, aspiration for independence and freedom, and the indomitable will to fight converge and crystallize. When promoted, this strength not only forms a solid political foundation but also multiplies, turning into a combined driving force of the entire nation, helping the country overcome all risks and challenges.

In the coming time, as the digital economy and digital society develop, as AI and quantum technology open up unprecedented breakthroughs, the risk of ideological attacks will also become more complex. “Deepfakes”, or fake content creation tools, can disrupt information, confuse public opinion, and even destroy the reputation of organizations and individuals in a very short time. This is a significant challenge for the work of ensuring ideological security. Resolution No. 147 provides comprehensive solutions: From perfecting institutions, improving the effectiveness of state management, investing adequately in research and forecasting, building flexible but strict legal mechanisms, promoting international cooperation in ensuring non-traditional security, to developing science and technology, modernizing communication work, improving the capacity of staff working in ideology, culture, and communication... These are important orientations for Vietnam to not only effectively respond to existing risks but also create a proactive position.

In order for Resolution No. 147 to come into effect, it requires every cadre and party member to have a deep awareness of their role and responsibility. Every agency and organization must attach the task of protecting ideological security to their daily work. Every citizen, especially the young generation, needs to equip themselves with the skills to select information, be alert to false arguments, and not be taken advantage of. Resolutely fight against the false views of hostile forces, distorting the views, policies, and guidelines of the Party, and the policies and laws of the State on preventing and responding to non-traditional security threats. Closely combine the task of preventing and responding to non-traditional security threats in each strategy, planning, and plan for economic, cultural, and social development, well implement the motto of "three proactiveness", "four on-the-spot", enhance the application of science and technology, combined with the support and assistance of the Central Government; mobilize comprehensive, all-people strength, utilize all resources to prevent and respond to non-traditional security threats.

Non-traditional security threats in general and the risks in the field of ideological security in the current period are posing many challenges. But it is in these challenges that we have more motivation to innovate, to promote endogenous strength, to affirm Vietnam's mettle, to turn the spirit of the resolution into concrete, practical actions, contributing to firmly protecting the Fatherland from early on, from afar, with the power of ideology, belief and aspiration to develop a prosperous and happy country.
