Proposal to build 25km Ha Nam - Nam Dinh expressway

The Ha Nam - Nam Dinh Expressway (CT.11) is divided into investment phases for the section from Phu Ly City, Ha Nam Province to Nam Dinh City, Nam Dinh Province according to the standard scale of a complete 4-lane expressway.

The People's Committee of Nam Dinh province has just issued Document No. 34/TTr - UBND requesting the Prime Minister to allow the province to prepare a pre-feasibility study report for the Ha Nam - Nam Dinh Expressway Construction Project (CT.11), phase 1 from Phu Ly City, Ha Nam Province to Nam Dinh City, Nam Dinh Province.

According to the plan, the Ha Nam - Nam Dinh Expressway (CT.11) has its starting point at Km0+00 (Cau Gie - Ninh Binh Expressway, Ha Nam province); its end point intersects with the Ninh Binh - Hai Phong Expressway (CT.08) with a total length of about 50.6 km.

In phase 1, the Project will invest in constructing the section from the beginning of the route Km0+00 (Cau Gie - Ninh Binh Expressway, Ha Nam province) to the intersection with National Highway 10, Nam Dinh city before 2030 (Phase 2021 - 2025 and 2026 - 2030) with a length of about 25.1 km, of which the section passing through Ha Nam province is about 16.6 km, the section passing through Nam Dinh province is about 8.5 km.

The route of the Project will be built according to the standard scale of a complete 4-lane highway, emergency lanes on both sides, parallel roads, service roads on both sides, and a design speed of 100 km/h.

The total investment for Phase I of the Project is expected to be about 9,400 billion VND from the central budget, provincial budget and other legal capital sources.

The implementation period of Phase I of the Project is from 2024 to 2028; all site clearance costs will be arranged by the People's Committees of Nam Dinh and Ha Nam provinces for the section passing through the province.

In Submission No. 34, the People's Committee of Nam Dinh province proposed that the Government assign it as the competent authority to implement the Project to complete the construction of the Ha Nam - Nam Dinh Expressway (CT.11).

For the BOT section (from My Loc toll station in Nam Dinh province to National Highway 10, Nam Dinh city, about 3.9 km long), the toll collection period will expire in 2028. The People's Committee of Nam Dinh province will negotiate to liquidate the contract in 2025 (the project's commencement date) using the provincial budget to invest synchronously according to the scale of the expressway along the entire route.

It is known that National Highway 21B section from Liem Tuyen, Phu Ly City, Ha Nam Province to National Highway 10, Nam Dinh City is the main traffic axis, the vital artery connecting Nam Dinh Province and the Southern Red River Delta region to Ha Nam Province, Hanoi City and the Northern provinces.

The route is planned to be upgraded to an expressway with a total expected length of about 50 km, with a complete scale of 4 lanes.

The current route is about 25.1 km long, of which the section from Phu Ly (Ha Nam) to My Loc toll station in Nam Dinh province, 21.2 km long, has been invested by Nam Dinh Provincial People's Committee in the form of BT, with a scale of class II road (4 lanes), roadbed width from 24 - 48m, has been exploited and used since 2014; the section from My Loc toll station in Nam Dinh province to National Highway 10, Nam Dinh city, about 3.9 km long, was invested in the form of BOT, completed and opened to traffic in 2012, the remaining toll collection period is until the end of 2028, the design scale is according to urban main street standards.

Currently, the entire route has been in operation for over 10 years with a very large traffic volume (vehicle count data through My Loc BOT station in December 2023 is 18,464 vehicles/day and night).

Along both sides of the route in Ha Nam and Nam Dinh provinces, there are many industrial parks and clusters that have been and are being built, many residential areas with high population density, especially many tourist areas and spiritual areas such as: Tran Temple, Phu Day - Nam Dinh, Tran Thuong Temple - Ha Nam, Truc Lam Thien Truong Buddhist Center - Nam Dinh...

Currently, the above section has not invested in building a system of service roads along the route to connect residential areas, industrial zones, clusters, factories and enterprises to National Highway 21B; on the route there are many direct intersections, often congested, especially during peak times and weekends, holidays, Tet, especially during festival seasons, serious congestion often occurs.

In addition, each lane has many traffic participants that pose potential traffic safety risks during operation; vehicle speeds are not high, thus the maximum investment efficiency of the national highway has not been exploited, and the socio-economic development of the locality and region has not been strongly promoted.
