Enterprises are ready with both capacity and resources to build social housing.

(Chinhphu.vn) - Opinions from construction enterprises and real estate associations all agree that the Government's policies to develop social housing, increase real estate supply, and reduce housing prices, which have been at very high levels in recent times, are correct and timely.

Mr. Dau Minh Thanh, Chairman of the Board of Members of the Housing and Urban Development Corporation (HUD), acknowledged that Resolution No. 201/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development and Decree No. 192/2025/ND-CP of the Government detailing a number of articles and measures for implementing Resolution No. 201 are very correct policies. With this spirit, the Ministry of Construction has selected a number of "dedicated, visionary, experienced and capable" enterprises to implement the social housing development project, and HUD is honored to participate.

"We are ready to carry out 3 'assignments' including: the Government and the Ministry of Construction assign tasks, localities assign locations, and businesses deliver houses," said Mr. Dau Minh Thanh.

Currently, HUD is implementing 9 social housing projects with more than 6,600 apartments. In 2025, HUD started 5 projects with 1,300 apartments, mainly concentrated in Hanoi and Ho Chi Minh City. It is expected that by 2030, based on exploiting land funds for development in commercial projects, HUD plans to develop 1 million social apartments, equivalent to more than 9,000 apartments.

At the meeting, Mr. Dau Minh Thanh also suggested that Hanoi and Ho Chi Minh City pay close attention to directing and speeding up the processes and procedures to help investors quickly implement projects. In addition, HUD also suggested that ministries, branches and localities implement solutions to help people easily access information, shorten the process and procedures for home purchase documents so that social housing can soon reach the people.

The representative of Corporation 319 (Ministry of National Defense) assessed: Resolution No. 201/2025/QH15 and Decree No. 192/2025/ND-CP are breakthroughs in social housing development policies in the current period. And, Corporation 319 is one of the earliest units in Hanoi to be proposed to implement Resolution 201 and Decree 192.

"The projects of Corporation 319 have been put into the "green lane" by the city and are being implemented very quickly. This shows the importance of the determination of the localities. Although the project is facing some problems due to the city's planning adjustments, we are still determined to carry it out," said a representative of Corporation 319.

In particular, according to the plan, the Calyx Residence social housing project (Dong Anh) will be topped out by 319 Corporation in December 2025. The enterprise has determined to accelerate the progress according to the Government's direction to top out all 4 buildings on September 28 because the enterprise can take the initiative in both construction and investment in this project. Finally, 319 Corporation recommends that the Prime Minister and Ministries and branches at all levels pay more attention to social housing policies for the armed forces.

Applying science and technology to construction to reduce the cost of social housing

At the meeting, Mr. Nguyen Van Khoi, Chairman of the Vietnam Real Estate Association (VNREA), said that it is necessary to specify and accelerate the implementation of real estate policies, especially in the social housing segment. To do this, the role of local authorities is key, and localities need to be given the right to proactively solicit opinions and determine actual housing needs based on surveys and classification of specific income groups (income under 10 million and under 20 million VND). Based on that need, localities will plan flexible land funds instead of applying rigid rates. At the same time, Mr. Khoi also suggested that localities must take primary responsibility for controlling housing prices and publicizing selling and rental prices to ensure transparency.

To solve the problem of reducing social housing prices, Mr. Khoi proposed solutions such as: local authorities using the budget to support infrastructure construction, coordinating with banks to offer interest rate support packages, and encouraging businesses to apply new construction technology to reduce costs.

"We can replace brick walls with lightweight concrete. Some businesses have shown that using lightweight concrete to build walls only costs about 300,000 VND/m2, while building with brick walls costs approximately 1 million VND/m2. Regarding this technology issue, I suggest that businesses consider changing construction materials to reduce the cost of social housing," Mr. Khoi suggested.
