
On Lam Dong province's side, attending the meeting were comrade Le Trong Yen, member of the Provincial Party Standing Committee, Vice Chairman of Lam Dong Provincial People's Committee; representatives of the Departments of Industry and Trade, Finance, Agriculture and Environment, and leaders of the Provincial People's Committee Office.

According to Lam Dong Provincial People's Committee, implementing the guidance of the Ministry of Industry and Trade, Lam Dong (3 old areas) reported and proposed the Ministry of Industry and Trade to add to the adjusted Power Plan VIII with a total capacity of 20,530 MW.
According to the guidelines of the Ministry of Industry and Trade, the approved planning is 6,598 MW. Thus, the mobilization into the new planning has only reached 32%. Therefore, the potential for energy development in Lam Dong province is still very large, and it is necessary to continue to pay attention and consider mobilizing into the planning in the coming time.

In addition, Lam Dong province is developing a plan to implement the adjusted Power Plan VIII; reviewing suitable projects, evaluating efficiency, security and defense, determining boundaries, and grid connection plans. At the same time, focusing on removing difficulties for energy projects in the area, proposing the Central Government to issue a Resolution on specific support mechanisms and policies.

In addition, Lam Dong province is continuing to speed up the implementation progress such as: Updating the adjusted Power Plan VIII into the provincial planning, construction planning, land use planning at all levels; developing a plan to develop the power supply network in the provincial planning; organizing the selection of contractors to implement power projects; creating favorable conditions for project implementation.
At the working session, Lam Dong Provincial People's Committee also proposed the Ministry of Industry and Trade to remove difficulties in implementing the National Sector Planning in the energy sector.
In particular, for the Son My I and Son My II LNG power projects (2,250 MW), it is recommended that the Ministry of Industry and Trade consider and promptly approve the Feasibility Study Report and direct the resolution of difficulties to implement the project.
Regarding the Vinh Tan III Coal-fired Thermal Power Plant Project (1,980 MW), it is recommended that the Ministry of Industry and Trade and the Prime Minister direct the removal of planning difficulties, ensure project progress and supplement it appropriately to the Power Plan VIII.

Regarding the implementation of Resolution 233/NQ-CP and Conclusion 1027/KL-TTCP, Lam Dong province recommends that the Government and the Ministry of Industry and Trade soon issue specific guidelines on the exploitation and use of mineral resources in renewable energy development, because there are currently no detailed regulations.
Regarding the electricity output mobilized from Vinh Tan Power Center, Lam Dong province requested the Ministry of Industry and Trade to direct the National Power Transmission Company and operating units to increase the mobilized electricity output, ensuring sufficient power supply for the province and the region; compensate for the output shortage compared to the plan, to ensure GRDP growth in 2025.
Regarding survey, wind measurement, and solar radiation measurement, Lam Dong province proposed to guide and facilitate the implementation of survey work and establishment of renewable energy projects (wind power, solar power) according to the provisions of the Electricity Law.

For offshore wind power projects in the South Central region (4,300 MW), Lam Dong province proposed that the Ministry of Industry and Trade report to the Prime Minister to consider adding locations and sites for developing offshore wind power projects along the coast of Lam Dong province (South Central Coast), to create favorable conditions for investors to deploy.
Regarding the power transmission line project through the bauxite/titanium mineral area, Lam Dong province proposed that the Ministry of Industry and Trade coordinate with the Ministry of Agriculture and Environment to report to the Prime Minister to direct the unified implementation process, avoid overlap between power planning and mineral planning; request ministries and branches to have solutions to protect minerals during the construction and operation of the power grid.

In addition, Lam Dong Provincial People's Committee proposed to remove difficulties in implementing the National Sector Planning in the mineral sector. Specifically, according to Decision 866/QD-TTg dated July 18, 2023 of the Prime Minister, the Provincial People's Committee proposed to clearly define the responsibilities and authority of the mineral planning management agency, ensuring consistency in approval and investment management, avoiding overlap between the Central and local levels. Proposing specific guidance on collecting opinions, appraising and adjusting the planning of mineral processing projects, especially bauxite and titanium.
Along with that, regarding the review and adjustment of mineral planning, Lam Dong Provincial People's Committee requested the Ministry of Industry and Trade to coordinate with the Ministry of Agriculture and Environment to review and adjust the Group I Mineral Planning to suit the local socio-economic development situation.
At the same time, consider removing areas with population, infrastructure, national security, religion... from the planning. At the same time, ensure consistency and synchronization between mineral planning and other sectoral planning (transportation, energy, irrigation, urban, tourism...).

Concluding the working session, Deputy Minister of Industry and Trade Truong Thanh Hoai acknowledged Lam Dong province's efforts in implementing energy and mineral projects, especially the review and update of the VIII Power Plan and the National Mineral Plan.
He also requested the Lam Dong Provincial People's Committee to continue completing documents, updating potential energy projects in the planning, prioritizing the development of renewable energy associated with ensuring national defense - security and environmental protection.

At the same time, closely coordinate with the Ministry of Industry and Trade in removing difficulties for gas, thermal and offshore wind power projects, ensuring the progress of key projects; proactively review and remove residential areas, infrastructure, security and religion from mineral planning; ensure consistency between mineral planning and other sectoral planning.
The Ministry of Industry and Trade will receive the province's recommendations, study and propose to the Government specific instructions on exploiting and using resources in renewable energy development; consider adding locations for offshore wind power development in the South Central region; coordinate with relevant ministries and branches to remove obstacles, speed up the implementation of key projects, creating conditions for Lam Dong to promote its potential, becoming the energy and bauxite - aluminum industry center of the Central Highlands region.
