Department of Science and Technology: Strengthening cooperation to promote research, development, application and technology transfer

On the afternoon of April 21, 2025, the Department of Science and Technology held a meeting to discuss promoting research, application development and technology transfer activities in Quang Ninh and cooperation opportunities. Comrade Nguyen Manh Cuong - Provincial Party Committee Member, Party Secretary, Director of the Department of Science and Technology chaired the meeting.

Attending the meeting were Mr. Nguyen Trung Tien - Deputy Director of the Department of Science and Technology; Ms. Vu Thi Kim Chi - Deputy Director of the Department of Science and Technology; representatives of the leaders of the departments and units under the Department; representatives of departments, branches, sectors; universities, research institutes;... in the province. On the side of Vietnam 3000 Company, there was Dr. Ngo Thi Thang - President of Vietnam 3000 Company, President of MEU Fund and member of the International Alliance of Academies (IPAMTS) and other companies in the 3000 ecosystem.

At the meeting, Dr. Ngo Thi Thang - President of Vietnam 3000 Company, President of MEU Fund and member of the International Alliance of Academies (IPAMTS) - introduced the activities of MEU Fund, chaired by Vietnam 3000 Company, an international organization specializing in providing financial support for research, application and technology innovation projects in potential localities. The Fund focuses on providing capital, transferring technology and connecting qualified investment partners in terms of financial, management and technical capacity to implement strategic technology projects.

Vietnam 3000 Company and MEU Fund are members of the International Alliance of Academies (IPAMTS), an international organization that brings together leading academies and research organizations in the world, to promote cooperation in research, development and application of science and technology.

During the discussion, the delegates focused on assessing the current status of research and technology transfer activities in the province; identifying difficulties and obstacles in the process of implementing S&T tasks; and at the same time, frankly discussing the mechanism of ordering tasks from enterprises, cooperation models between enterprises and institutes and schools, international connectivity and solutions to promote the innovation and startup ecosystem. Notably, many delegates proposed to introduce potential S&T projects of the province, to present to the MEU Fund and receive advice and connections in the coming time.

Concluding the meeting, Mr. Nguyen Manh Cuong - Director of the Department of Science and Technology affirmed: In the context of implementing Resolution No. 57/NQ-CP dated April 25, 2023 of the Government on the Strategy for Science, Technology and Innovation Development to 2030, Quang Ninh province clearly identifies the key role of science, technology and innovation in improving productivity, quality and competitiveness of the economy .

The Department of Science and Technology will be a bridge, link, and create conditions for enterprises, organizations, and research institutes with capacity, demand, and holding strategic technology and core technology to access and connect with investment funds such as MEU Fund and similar organizations. Thereby, contributing to promoting the development of key technology projects in Quang Ninh province.

The working session is the first step in the process of learning, exchanging and opening up cooperation opportunities in the coming time between Quang Ninh province and organizations with potential capital and technology in the world.
