Expected to issue digital diplomas and certificates at the same time as paper diplomas

The Ministry of Education and Training plans to add the concept of digital diplomas and certificates, and add specific regulations on granting, storing, processing, and exploiting the database of electronic diplomas and certificates, creating a basis for the implementation of digital diplomas and certificates nationwide.

On October 15, the Ministry of Education and Training announced that it is publishing to solicit comments on the draft Circular promulgating the Regulations on diplomas and certificates of the national education system, replacing Circular No. 21/2019/TT-BGDDT dated November 29, 2019.

Accordingly, one of the highlights of the draft Circular is the institutionalization of the digital transformation policy in education . The draft adds the concept of digital diplomas and certificates, along with specific regulations on granting, storing, processing and exploiting the database of electronic diplomas and certificates, creating a solid legal basis for the implementation of digital diplomas and certificates nationwide.

The Ministry of Education and Training builds a database of diplomas and certificates for common use nationwide. The database of diplomas and certificates serves the purpose of issuing digital diplomas and certificates; storing data on diplomas and certificates issued to learners and publicizing information on the issuance of diplomas and certificates.

The draft stipulates that paper diplomas and certificates and digital diplomas and certificates have the same legal value. The signing, issuance, use of digital diplomas and certificates and the updating and exploitation of the database of diplomas and certificates shall be carried out according to the digital transformation roadmap prescribed by the Minister of Education and Training. The process of re-issuing, editing content, revoking and canceling digital diplomas and certificates shall be carried out as for paper diplomas and certificates.

The Ministry of Education and Training said that issuing digital diplomas and certificates at the same time as paper diplomas will help modernize the management process, save time and costs, and at the same time meet the requirements of publicity, transparency and digitalization as directed by the Party and Government .
