
In a newly issued announcement, Vietnam Electricity Group (EVN) said that the Ministry of Industry and Trade has agreed to a plan to pilot the application of two-component retail electricity prices (including capacity price and electricity price) on paper from October 2025. The subjects of application are groups of production customers directly retailed by EVN and its member units, with an average electricity consumption of 200,000kWh/month or more (calculated on average over the last 12 months).
EVN said that the pilot implementation of calculations on paper with actual data aims to implement the policy of applying two-component electricity prices as stipulated in the Electricity Law (amended) in 2024.
From there, gradually replace the electricity price list as a component in the current retail electricity price list structure, ensuring compliance with the technical infrastructure conditions of the electricity industry, legal issues as well as the level of adaptation to the new price list of consumers.
The two-component electricity price is the electricity price including the price of the largest used capacity and the price of electricity. The electricity bill that consumers have to pay will include two parts: the part paid for the used capacity represents the fixed cost of the electricity supply process and the part paid for the consumed electricity reflects the variable cost arising according to the actual electricity usage of the customer.
With such a construction principle, electricity customers will always be concerned about the electricity usage mode. If with the same consumption output but customers reduce the usage capacity (Pmax), the electricity bill will decrease and also help the electricity industry reduce the maximum load capacity of the power system, contributing to more efficient operation of the power system, saving investment costs and rational use of social resources.
From October 2025, the Power Corporations/Power Companies will send the Notice of results of the trial electricity bill calculation on paper according to the 2-component electricity price to customers subject to the trial, including a comparison of the electricity bill according to the current single-component electricity price list and the electricity bill according to the 2-component electricity price list. EVN clearly notes that this is only a trial activity and calculation on paper, not yet applied to actual electricity bills during the trial period.
