Handing over nearly 12,000 square meters of land to Dong Anh district to expand Van Ha Primary School

Kinhtedothi - Hanoi People's Committee issued Decision No. 698/QD-UBND dated February 13 on handing over 11,980.66 square meters of land in Van Ha commune, Dong Anh district to Dong Anh District People's Committee to implement the project of renovating and expanding Van Ha Primary School.

According to the Decision, 11,980.66 square meters of land in Van Ha commune, Dong Anh district (completed site clearance) was assigned to the People's Committee of Dong Anh district. The purpose of land use is to implement the project of renovating and expanding Van Ha Primary School.

The location, boundary, and area of ​​the land are determined in the Master Plan Drawing, scale 1/500 of the Van Ha Primary School renovation and expansion project established by Hanoi Urban Development Construction Investment Consulting Joint Stock Company in 2020 and approved by the People's Committee of Dong Anh district in Document No. 2405/UBND-QLDT dated October 9, 2020.

Form of land use: The State allocates land without collecting land use fees; Land use term: Long-term. Land allocation method: Land allocation without auctioning land use rights, without bidding to select investors to implement projects using land according to the provisions of Article 255 of the 2024 Land Law.

Dong Anh District People's Committee (Dong Anh District Construction Investment Project Management Board) is responsible for the origin, land use, site clearance, ensuring compliance with current regulations on construction investment project management; the suitability of the project with the investment content, basic design documents, approved construction drawing design, safety level and ensuring safety of the project when put into use; compliance with regulations on environment, fire prevention and fighting and ensuring the overall planning, synchronous connection of technical infrastructure in the area.

At the same time, perform the responsibilities of the person who is allocated land by the State, leases land for non- agricultural purposes from land specialized in rice cultivation according to the provisions of the law on land and cultivation. Contact the Department of Natural Resources and Environment to receive land handover on the map and in the field; guide the procedures for granting Certificates of land use rights and ownership of houses and other assets attached to land according to regulations.

Use land for the right purpose, within the assigned boundaries and area; implement investment projects, accept and hand over works for use in accordance with regulations on public property management. Pay an amount of money as prescribed by law for the State to supplement the lost area of ​​land for rice cultivation or increase the efficiency of rice land use (if any).

The Department of Natural Resources and Environment is responsible for determining boundaries and handing over land on the field to the People's Committee of Dong Anh district (Dong Anh District Construction Investment Project Management Board).

Hanoi Land Registration Office updates land use rights registration, performs change registration procedures, and adjusts land changes into cadastral records according to regulations.

Within 12 consecutive months from the date of receiving land handover in the field, the People's Committee of Dong Anh district must put the land into use; in case the land is not put into use or the land use progress is 24 months behind the progress recorded in the investment project from the date of receiving land handover in the field, the People's Committee of Dong Anh district is granted a 24-month extension of land use. After the extension period, if the People's Committee of Dong Anh district has not put the land into use or uses the land not in accordance with the content stated in Article 1 of this Decision, the City People's Committee shall reclaim the land without compensation for the land, assets attached to the land and remaining land investment costs.
