The new machine operates stably.
On September 11, the Standing Committee of the Hanoi Party Committee held a conference to evaluate the implementation of the two-level local government model in Hanoi. According to the assessment of the Hanoi Party Committee's Organizing Committee, after two months of operating the two-level local government model, many positive results have been achieved, creating a foundation for synchronous and effective implementation, stable and smooth operation. Regarding the organizational structure, the city quickly established and stabilized the organizational structure of 126 new communes and wards, and to date, all 126 Party Committees of communes and wards have successfully held Congresses for the 2025-2030 term.

In particular, the Standing Committee of the Hanoi Party Committee decided to mobilize 5,258 cadres, civil servants, and public employees of the city's Party and mass organizations to work at the Party Committees of 126 communes and wards; issued a Decision on the temporary assignment of administrative and career staffing targets for 2025 of administrative agencies, organizations, public service units and People's Committees of communes and wards for 9,622 positions, of which 3,280 district-level civil servants were mobilized to the commune level and 6,342 commune-level cadres and civil servants were mobilized to the communes. At the same time, policies were resolved for 4,294 cases.
Along with stabilizing the apparatus in 126 communes and wards, decentralization and authorization work has been promoted, especially in implementing socio-economic development tasks, resolving administrative procedures for people and businesses, ensuring the new apparatus operates stably and smoothly. The implementation of socio-economic development tasks, national defense and security has been focused, ensuring budget collection and expenditure in the area. Cultural and social security activities have been organized effectively, creating consensus among the people. Political security has been maintained, local defense and military work has been maintained stably, ensuring safety for important political events.
Commune and ward payrolls still have many limitations.
According to Chairman of Hanoi People's Committee Tran Sy Thanh, after 2 months of implementing the 2-level local government model, the capital's socio -economic development has been stable. However, through the implementation practice, some limitations have also been revealed, such as: uneven development between communes and wards; inappropriate organizational structure; overloaded staffing system... From that practice, it is required that units and localities need to proactively organize their staffing system, and at the same time need to hire consulting departments to objectively evaluate the organization and staffing system; promote staff training to solve difficulties in staff expertise. On this occasion, the Chairman of Hanoi People's Committee assigned the Hanoi Public Administration Service Center to build Chatbot in the staff system, link professional handbooks... to support grassroots staff.

In the face of initial results and difficulties in implementing the 2-level local government model, concluding the conference, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong pointed out that the city has had a positive start in operating the 2-level local government model, which is a great effort and determination of the entire political system from the city to the grassroots level. The city has proactively identified difficulties to resolve, not to interrupt the task of serving the people and businesses. However, the initial implementation of the 2-level local government model also revealed difficulties that needed to be overcome. In particular, the difficulty in the staff at the commune and ward levels was not only lacking in quantity but also limited in quality and expertise; the information technology infrastructure was still inadequate. Along with that, information between the Party and the government at the grassroots level was not yet smooth, leading to many recommendations of the Party Committee overlapping with the content that the government had resolved.

Regarding the tasks in the coming time, the Standing Deputy Secretary of the Hanoi Party Committee suggested that units continue to gather practical experience and summarize all difficulties so that the city can propose to the Central Government to have appropriate adjustment mechanisms and policies. At the same time, departments and branches continue to review and thoroughly resolve recommendations from the grassroots level, and continue to focus on training and fostering cadres because this is the key step.
