Hanoi prepares response plan for super typhoon Ragasa according to worst-case scenario

On the afternoon of September 23, Chairman of the Hanoi People's Committee Tran Sy Thanh issued an urgent dispatch requesting all departments, branches, sectors and local authorities of the city to proactively and highly concentrate on the work of preventing storm No. 9 (super storm Ragasa) to protect the safety of people's lives and property.

In the telegram, the Chairman of the Hanoi People's Committee requested that leaders of departments, branches and localities absolutely not be subjective or negligent; increase on-duty, update and report the situation promptly; prepare response plans according to the worst-case scenario, and resolutely not be passive or surprised.

Communes and wards must quickly inspect and review residential areas along rivers, low-lying areas, and vulnerable areas at risk of landslides and flooding to proactively develop plans to protect and evacuate people when necessary. At the same time, implement measures to reinforce works, protect traffic infrastructure, dykes, irrigation works, industrial parks, and urban areas; and support farmers in harvesting agricultural products with the motto "green house is better than old field".

The Hanoi Department of Agriculture and Environment is assigned to coordinate with irrigation companies to operate drainage works and ensure the safety of the dike system. The Hanoi Capital Command and the Hanoi City Police are ready with forces and vehicles to participate in rescue operations and ensure security and order when situations arise.

The Department of Construction directed the tree, drainage, and lighting units to urgently develop plans to prevent flooding and tree collapse, ensuring smooth traffic. The press agencies increased information and propaganda so that people could proactively grasp and implement measures to prevent storms, heavy rains, whirlwinds, and landslides.

Chairmen of People's Committees of wards and communes direct close monitoring of warning bulletins, forecasts and developments of weather and natural disasters to regularly notify and promptly guide people to proactively prevent, respond, overcome consequences and minimize damage caused by the impact of natural disasters and incidents.

At the same time, deploy shock forces to inspect and review key vulnerable areas at risk of insecurity, residential areas along rivers and streams, low-lying areas at risk of flooding, flash floods, and landslides to proactively develop response and protection plans; review each household living in areas at risk of impact and insecurity, promptly detect unusual and dangerous signs to proactively evacuate people to safety; proactively develop drainage plans to prevent flooding and protect production, industrial parks, urban areas, and residential areas.

Pay special attention to areas frequently affected by natural disasters and floods, areas that have been affected and damaged by landslides and rockslides in recent times in communes such as Tran Phu, Xuan Mai, Ba Vi, Suoi Hai, Yen Xuan, Quoc Oai...

In particular, the telegram emphasized the spirit of proactiveness and determination, placing the task of protecting people's lives first. Hanoi requested the entire political system to get involved, prepare early, from afar, and be ready to deal with any unusual situations that super typhoon Ragasa may cause.
