
The Priority Infrastructure and Urban Development Project adapting to climate change in the old Ha Tinh city (now implemented in the wards and communes of Thanh Sen, Tran Phu, Ha Huy Tap, Cam Binh) was approved by the Prime Minister in Decision No. 126/QD-TTg dated January 31, 2024; the Chairman of the People's Committee of Ha Tinh province approved the Feasibility Study Report in Decision No. 1698/QD-UBND dated June 30, 2025.
The project has a total investment of over VND3,286 billion, of which ADB loan is over VND2,318 billion, non-refundable aid is VND36 billion and counterpart capital from the local budget is over VND930 billion. The project is invested by the Ha Tinh Province Traffic Construction Investment and Urban Development Project Management Board.

This is a large-scale group A project with practical significance in completing technical infrastructure, minimizing flooding, developing traffic, regional connectivity, improving the living environment, aiming to develop a green - smart - climate change-adaptive central urban area of Ha Tinh, creating momentum for comprehensive sustainable socio -economic development.
The project consists of four main components: Construction of a complete canal and drainage system for the center; expansion of water storage and drainage capacity in the West and Southwest regions; development of a regional transport system; technical support and management capacity enhancement.
The overall objective of the project is to develop integrated infrastructure, enhance urban resilience to the impacts of climate change; at the same time, improve people's lives, and create momentum for socio-economic development in the central and surrounding areas.

Mr. Alexander Nash - Senior Urban Development Expert, Asian Development Bank - highly appreciated Ha Tinh's initiative and implementation capacity: "Priority Infrastructure Project to Adapt to Climate Change in Ha Tinh City old is one of the bright spots of the country in terms of progress, efficiency and quality in mobilizing and using ADB loan capital. In particular, Ha Tinh's appraisal and approval progress is the fastest among ADB projects in Vietnam, demonstrating the determination and management capacity of the locality."
He also affirmed that ADB acknowledged and appreciated the close coordination between departments, branches and local authorities in investment preparation, site clearance and completion of documents and procedures in accordance with regulations; at the same time, ADB will continue to provide technical support, helping the province improve project management capacity, ensuring effective use of capital.
ADB will also mobilize non-refundable aid of 1.5 million USD (equivalent to 36,165 billion VND) to implement component 4 of the project, purchase equipment for natural disaster and flood warning, environmental monitoring; improve professional capacity and expertise for staff, build models and flood maps to contribute to effectively responding to increasing climate change, propose and implement other urban projects to promote higher efficiency and sustainability.

Up to now, the project is being implemented as planned. The Ministry of Agriculture and Environment has approved the Environmental Impact Assessment Report; the investor is organizing the selection of a consulting contractor to survey, design construction drawings, and estimate the construction project. The Provincial People's Committee has submitted to the Ministry of Finance for appraisal the re-borrowing plan, debt repayment plan, and the ability to balance resources.
The site clearance work was actively coordinated by the Provincial Land Fund Development Center and the wards and communes of Thanh Sen, Tran Phu, Ha Huy Tap, and Cam Binh. The Project Management Board has completed the marking and preliminary survey, and is preparing to invest in 3 resettlement infrastructure areas to serve the relocation and land allocation for affected households.
Chairman of the People's Committee of Tran Phu Ward Nguyen Dinh Dieu informed: "The government and people of Tran Phu Ward agree and highly support the project investment policy. We are stepping up propaganda and mobilizing people to cooperate well in site clearance work, creating favorable conditions for the project to be implemented soon. At the same time, we hope that units will study infrastructure construction plans in line with the locality's orientation for eco-tourism development and urban space."

According to the plan, in November 2025, Ha Tinh province will complete the selection of a consulting contractor for survey, construction drawing design, and mine clearance; in the first quarter of 2026, organize negotiations to sign the Loan Agreement, approve the design and start selecting a construction contractor and supervision consultant, striving to complete site clearance in 2026; from 2026 to 2029, the items will be deployed synchronously, completed on schedule, ensuring quality and put into operation.
Mr. Nguyen Danh Phong - Deputy Director of the Management Board of Traffic Construction Investment and Urban Development Project of Ha Tinh Province: "During the project implementation process, the investor has received attention, support, and active and effective guidance from central to local agencies and ADB. Up to now, the project has met the set plan and schedule.
The plan in the first quarter of 2026 will approve construction drawings - construction estimates, negotiate and sign the Loan Agreement; prepare and complete related documents to organize the selection of contractors for construction packages, insurance, supervision consultancy... We hope to continue to receive the attention and support of ADB, the Ministry of Finance and provincial units so that the project can be implemented effectively, contributing to the construction of a modern, sustainable, climate change-adaptive central urban area of Ha Tinh, creating a driving force for comprehensive socio-economic development of the locality".

The Climate Change Adaptation Priority Infrastructure Project is not only an important step forward in completing urban infrastructure, but also demonstrates Ha Tinh's strong commitment to climate change adaptation and sustainable development.
