According to a reporter at the Thanh Khe Ward Military Command (Da Nang City) on the afternoon of October 22, dozens of officers and soldiers urgently deployed to respond to storm No. 12 in the ward, mobilizing to support people in low-lying areas in Khe Can area to protect their property.
Vice Chairman of Thanh Khe Ward People's Committee Ho Van Dung said that the ward has activated plans to prevent and combat natural disasters in the area according to the telegram of the City People's Committee on proactively responding to very heavy rain and storm No. 12. Accordingly, from 3:00 p.m. to 5:00 p.m. on October 22, the ward's functional forces synchronously and urgently deployed response plans at frequently flooded areas, focusing most on Khe Can area.
According to Vice Chairman of Thanh Khe Ward People's Committee Ho Van Dung, if the heavy rain continues, Khe Can area will likely be deeply flooded. Therefore, implementing the 4-on-the-spot motto, Thanh Khe Ward People's Committee will coordinate with armed forces units to seriously and quickly deploy response measures in Khe Can area. In the immediate future, 60 households will be evacuated from the dangerous area to take shelter at Le Van Tam Primary School. If the heavy rain continues, all residents in Khe Can area will be resolutely evacuated to safe shelters. Deputy Commander of Thanh Khe Ward Military Command Dang Minh Cuong said that, implementing the direction from the Ward People's Committee and the direct direction from the Da Nang City Military Command and the Defense Command of Area 1 - Cam Le, today, the Ward Military Command mobilized 70 officers and soldiers to divide into duty points in residential areas in the ward; quickly focused on supporting people in Khe Can area to evacuate and move their assets to a safe place.
At the houses of the Khe Can area, the Thanh Khe ward authorities "went to every alley, knocked on every door" to urgently support people in raising furniture and moving valuable assets to high positions in the house. As the core force for disaster response at the grassroots level, Thanh Khe ward militia soldiers have promoted the spirit of shock, closely coordinating with armed forces units to carry out disaster prevention and control tasks. With the help of militia soldiers to raise each piece of furniture, Mrs. Nguyen Thi Thuy (a resident of Khe Can area) could not hide her emotion. "In the midst of the approaching storm, the presence of militia soldiers and other functional forces made me feel more secure. Thanks to the soldiers, families like mine are less worried," Mrs. Thuy expressed. Relocating assets becomes difficult due to the large volume of bulky items, combined with the narrow living space, requiring support forces to deploy optimal solutions in terms of technique and speed, ensuring safety when performing the task.
At the house of Ms. Nguyen Thi Phuong (Group 17, Khe Can residential area) - one of the households located deep in the low-lying area, officers and soldiers of the armed forces units quickly arrived and deployed measures to support the elevation of assets. "My husband works far away, I alone cannot handle the large amount of belongings in a day. Thanks to the police and militia comrades who came to support the elevation of electronic equipment, I can feel more secure," Ms. Phuong said. Promoting the vanguard role in preventing and fighting natural disasters, Thanh Khe ward militia soldiers did not hesitate to face difficulties, trying their best to carry bulky and heavy items of Khe Can residents to a safe place, ensuring that all assets were protected when flooding occurred. Thanks to the close coordination and synchronization between forces, the work of moving and elevating heavy and bulky assets of people in Khe Can area was completed quickly, ensuring the speed of disaster response. Because Khe Can is a "flood center" area that is often severely affected by flooding, local residents always need support from authorities whenever there is a storm forecast. On the afternoon of October 22, functional forces also disseminated information to each household about the storm situation, to help people clearly understand the complicated developments of storm No. 12 and forecast heavy rains across the city.
As of 5:00 p.m. on October 22, the work of supporting the relocation and evacuation of people in dangerous areas in Thanh Khe ward has been basically completed according to the plan.
