The Ministry of Education and Training has just announced a draft Circular promulgating the Regulations on diplomas and certificates of the national education system with many new breakthrough points.
In particular, the time limit for issuing a high school graduation certificate (paper) is reduced from 75 days to 30 days, the time limit for issuing a digital certificate is only 5 days from the date of the graduation recognition decision.
Other certificates are also issued in both paper and digital versions, helping to modernize the management process, save time and costs, and meet the requirements of publicity, transparency and digitalization.
The draft also adds more practical and flexible regulations, such as allowing the authorization of deputies to sign certificates to reduce workload; clearly stipulating how to handle special cases (merging, splitting, dissolving the issuing agency or no longer having the authorized person according to regulations).
These adjustments not only remove difficulties and obstacles from practice but also ensure the rights of learners, reduce complaints and recommendations, and at the same time improve transparency and efficiency in state management of diplomas and certificates, according to the Ministry of Education and Training.
Compared with current regulations, the new draft Circular consists of 24 articles, 10 articles less, completed in the direction of "conciseness, clear people, clear work, clear responsibilities", ensuring consistency, feasibility and suitability with practical requirements as well as the current trend of digital transformation in education .
One of the abolished regulations is the regulation on printing diplomas and certificates of the Ministry of Education and Training, decentralized to the Department of Education and Training or assigned to a competent authority.
