The second plenary session, held on the morning of October 10, with the theme “Asian International Law in a Multipolar Global Order: An Inter-Civilizational Approach”, was co-chaired by Ambassador, Dr. Pham Lan Dung, President of AsianSIL, and Professor Keun-Gwan Lee, Member of the United Nations International Law Commission.

The plenary session brought together leading Asian scholars in various fields, from public international law to international criminal law and international commercial law, such as Prof. Raul Pangalangan (former Judge of the International Criminal Court, Philippines), Prof. Upendra Dev Acharya (Gonzaga University, USA), Prof. Venkatachala G Hegde (Jawaharlal Nehru University, India), Prof. Araki Ichiro (Yokohama National University, Japan).
Scholars focused on discussing the challenges facing Asian countries as they begin to “assert their regional voice,” not only as enforcers but also as shapers of international law in the coming decades of the 21st century.
Speaking at the opening of the program, Deputy Foreign Minister Dang Hoang Giang emphasized that the Conference took place in the context of the world facing many challenges.

Accordingly, Deputy Minister Dang Hoang Giang said that “Asia is increasingly asserting its role as an active actor in the development and enforcement of international law. From shaping global trade norms through free trade agreements, to promoting maritime law, climate change law, human rights and regional security cooperation within the ASEAN framework and many other mechanisms, Asia is showing that its approach can enrich international law in the spirit of mutual respect and cooperation”.
In the closing session, Associate Professor, Dr. Nguyen Thi Lan Anh, Vice President of AsianSIL expressed her pride and emotion when witnessing the success of the Conference in Hanoi .
Assoc.Prof.Dr. shared that Asia is contributing ideas, shaping standards, and sharing practices to enrich the global legal system. In a volatile world, Asia has both the responsibility and the opportunity to demonstrate that international law can still be the foundation of order, cooperation, and fairness.

In addition, Ambassador, Dr. Pham Lan Dung, President of AsianSIL, pointed out that this Conference is a reminder that international law is not a distant system of rules, but a framework shaped by the people who participate in it.
"The voices we heard here, from judges, scholars, diplomats, practitioners to young researchers, affirmed that: Asia's contributions are not optional, but essential for the vitality and legitimacy of international law in the 21st century," Ambassador Pham Lan Dung commented.
Through this, the Chairwoman of AsianSIL conveyed the message: “Let us together nurture and further promote Asia's contributions to the development of global international law, and reaffirm our common goal: to keep the law as the foundation of stability, fairness and cooperation in Asia as well as around the world.”

By successfully organizing the 10th AsianSIL General Conference, Vietnam has made its mark not only in its organizational capacity but also in its academic contributions and spirit of international integration, demonstrating its increasingly solid position in the regional and global international legal community.
The AsianSIL 2025 conference in Hanoi has come to an end, but the echoes of the spirit of academics, cooperation and regional responsibility will continue to spread, as a strong affirmation that Asia is not just a participant, but a creator of the global legal order.
