After more than 4 months, 2.4km of Ho Chi Minh road has not been repaired yet.

For more than 4 months now, traffic on Ho Chi Minh Road, through Duc An Commune, Lam Dong Province has been facing many difficulties due to road surface and drainage system repairs. Notably, although the repaired road section is only 2.4km long, the contractor has not finished it after more than 4 months of construction.

Mr. Nguyen The Huy, a truck driver who often travels through this section of road, said that the contractor's blockade of the road for construction and repair work has made traffic very difficult. There were times when he traveled back and forth on this section of road for dozens of days and only saw warning barriers, but he did not see any machinery, vehicles, or construction or repair work. Both drivers and local people were upset because this is a vital route but the contractor's irresponsibility made travel difficult, and collisions and traffic accidents were likely to occur.

Mr. K'Tuấn, a local resident, said that to repair the road surface, the construction unit dug up the old asphalt layer, then spread asphalt and restored the road to its original state. However, many sections were dug up, dug up and left there for weeks without any restoration work. Many vehicles fell while moving through this area, especially at night or when it was raining. Also according to Mr. K'Tuấn, it is unclear how the investor and contractor calculated that they dug up the road to repair it right at the peak of the rainy season. This is also the main reason why the construction work was difficult and could not be carried out for many days.

According to the Chairman of Duc An Commune People's Committee, Vo Quoc Tuan, the repaired road section passes through the center of Duc An Commune. Due to the construction unit's fence and prolonged repair work, people's travel has been greatly affected, and the locality has also recorded many collisions and traffic accidents related to this. Representatives of Duc An Commune People's Committee have contacted the construction unit many times and urged them to work quickly, but to date the project has not been completed.

According to the investor's representative, the project to repair the road surface and drainage system of the section Km1864+600 - Km1867+00 of Ho Chi Minh Road (old National Highway 14) has a total cost of more than 31 billion VND. The start date is June 12, 2025, and the completion date is September 24, 2025. The investor is Road Management Area III (Vietnam Road Administration). The project management unit is Project Management Board 5 (Vietnam Road Administration). The construction unit is a consortium of Dak Lak Road Joint Stock Company (Dak Lak province) and Infrasol Joint Stock Company (Ho Chi Minh City).

The investor representative said that the project was not completed according to the original plan and had been extended twice. The first time was on September 22 and the project completion time was set for October 18. However, the project was still not completed when the deadline was near. The investor continued to agree to extend on October 17 and the completion time was moved to October 30, 2025. Also according to the investor and the construction unit, the project was not completed on schedule mainly due to rain, causing construction to be interrupted.

Ho Chi Minh Road (section through Lam Dong province) is currently the main route connecting the (old) Central Highlands provinces with Dong Nai province and Ho Chi Minh City. The construction unit's organization of road surface treatment and repair work on the section Km1864+600 - Km1867+00 at an inappropriate time has caused the fencing and construction to be prolonged, affecting traffic and posing a risk of not ensuring quality.
