The 15th session of the Provincial People's Council discussed and decided many important issues.

As planned, on December 8, 11 and 12, 2023, the 11th Provincial People's Council, term 2021-2026, will hold the 15th Session - the regular session at the end of 2023. This is an important session, attracting the attention and follow-up of voters and people in the province. Before the session, Ninh Thuan Newspaper reporter interviewed comrade Tran Minh Luc, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council about the preparation work and key content of the session.

* Reporter: Could you tell us about the important contents discussed at this session of the Provincial People's Council?

- Comrade Tran Minh Luc: At the 15th session, the Provincial People's Council will consider and decide on the following contents:

Firstly, in terms of socio -economic development, the Provincial People's Council will review the report of the Provincial People's Committee on the results of implementing the socio-economic tasks in 2023 and the results of 3 years of implementing Resolution No. 74 dated December 10, 2020 of the Provincial People's Council on the 5-year socio-economic development plan 2021-2025; analyze and evaluate realistically, objectively and comprehensively the achieved results; point out the remaining shortcomings, limitations, weaknesses or inadequacies; subjective and objective causes; at the same time propose solutions to achieve the best results; review and decide on the goals, targets and tasks, and solutions to implement the socio-economic development plan in 2024 in association with the goals of the socio-economic development plan for the period 2021-2025.

Second, the Standing Committee of the Provincial People's Council and the Provincial People's Council will consider and decide on important issues of the province regarding the budget, development investment, public investment, payroll, some regulations and policies on land, new rural construction, non-professional workers, policies for education, health, agriculture , support for digital transformation, the implementation of 3 national target programs and decide on the plan to organize the session of the Provincial People's Council and the supervision activities of the Provincial People's Council in 2024.

Third, the Provincial People's Council will review the results of supervision by the Standing Committee and the Provincial People's Council committees, reports by the Provincial People's Committee, judicial agencies, and examination results by the Provincial People's Council committees in the fields as prescribed; listen to the Provincial Vietnam Fatherland Front Committee synthesize opinions and recommendations of voters and people; discuss and review reports by the Standing Committee of the Provincial People's Council on synthesizing opinions and recommendations of voters and the results of supervision of the settlement of voters' recommendations, especially on key and urgent issues of concern to voters and people. Organize discussions and questions, and the Provincial People's Council will conduct a vote of confidence for the person holding the position elected by the People's Council.

Fourth, the Provincial People's Council will proceed to dismiss the delegate according to the law.

* Reporter: Could you tell us what groups of issues will be focused on in this session?

- Comrade Tran Minh Luc: The meeting agenda arranges one day for delegates to discuss and question in an expanded manner on difficult and emerging issues in implementing the tasks, goals and targets of the year as well as of the entire term; focusing on groups of issues on economy, culture, society, security, order, social safety, breakthrough solutions to achieve the goals and targets of the Provincial Party Congress resolution and the Provincial People's Council resolution, and issues of concern to voters and people. Therefore, leaders of departments and branches are responsible for answering questions from People's Council delegates on issues related to the sectors and fields under their management and administration.

Before the session, the Standing Committee of the Provincial People's Council requested the committees, delegations and delegates of the Provincial People's Council, through supervision work, through receiving voters' feedback and recommendations, to promote the role of people's representatives in raising issues for discussion and questioning at the session.

Through synthesizing registration for discussion and questioning, the Standing Committee of the Provincial People's Council will select issues for more focused, central, and key discussion and questioning.

The Standing Committee of the Provincial People's Council coordinates with the Provincial People's Committee to direct, prepare to participate, answer, explain, and ensure that the discussion and question-and-answer sessions take place with quality and effectiveness.

* Reporter: It is known that at the meeting, a vote of confidence will be taken for the person holding the position elected by the People's Council. Could you tell us how the preparation for this content and the process of taking the vote of confidence will be carried out?

- Comrade Tran Minh Luc: At this session, the Provincial People's Council will conduct a vote of confidence for the people holding positions elected by the People's Council. The Standing Committee of the Provincial People's Council has prepared a list of people to be voted on at the session, including 29 people; of which the Provincial People's Council bloc has 6 people and the Provincial People's Committee bloc has 23 people. This is an important monitoring method, demonstrating the People's Council's recognition and evaluation of the efforts, attempts and work results from the beginning of the 2021-2026 term to date of those who were voted on.

The Standing Committee of the Provincial People's Council directed close preparation, ensuring legal regulations from the planning stage, closely following the plan and legal regulations on organizing the vote of confidence.

According to the procedure for taking a vote of confidence, the Standing Committee of the Provincial People's Council sent the report of the person being voted for to the Provincial People's Council delegates; requested each Provincial People's Council delegate to promote a high sense of responsibility, evaluate impartially, objectively and accurately in recording the vote of confidence for the person holding the position elected by the People's Council.
