The conference was organized in person and online from the provincial bridge to the bridge points of 38 communes and wards in the province.
Attending the Conference at the Provincial Party Committee bridge were comrades of the Provincial Party Executive Committee; heads of provincial departments, branches and equivalents; Party Secretaries of communes and wards: Tan Phong, Ta Leng, Ban Bo, Khun Ha, Muong Khoa, Nam Tam, Pu Sam Cap, Hong Thu, Dao San, Khong Lao, Sin Suoi Ho; representatives of leaders and specialists of specialized departments advising on personnel organization: Provincial Party Committee Organization Board, Provincial Party Committee Office, Provincial People's Committee Office, Provincial Party Committee, Department of Home Affairs.
At the bridge points of communes and wards, comrades of the Party Executive Committee members of communes and wards; representatives of leaders of departments, offices, units under the Party Committee, People's Council, People's Committee, Fatherland Front Committee of communes and wards attended the Conference.
At the Conference, Comrade Le Minh Ngan - Secretary of the Provincial Party Committee quickly announced the results of the 13th Conference of the 13th Party Central Committee, taking place from October 6, 2025 to October 8, 2025 in Hanoi .
Next, responding to the call of the Presidium of the Central Committee of the Vietnam Fatherland Front to mobilize support for people to overcome the damage caused by storm No. 10, Comrade Sung A Ho - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee launched a fundraising campaign; calling on all classes of people, cadres, civil servants, public employees, workers, soldiers of the armed forces, agencies, units, and enterprises in the province to share their feelings and volunteer to respond to the relief campaign for people in localities that suffered damage.
At the Conference, delegates responded to donations to support people to overcome damage caused by storm No. 10.
The report assessing the situation and performance of the two-level local government from July 1, 2025 to present at the Conference showed that after 3 months of implementing the two-level local government model, the operations of the political system in the province have been basically stable, smooth, and initially effective. The Provincial Party Standing Committee has focused on leading and directing the resolute arrangement and consolidation of the organizational apparatus of the Party, State, Fatherland Front and socio-political organizations. To date, the province has completed the termination of the operations of 8 district-level Party Committees, 106 commune-level Party Committees; and established 38 commune and ward Party Committees directly under the Provincial Party Committee.
Along with that, the specialized agencies under the Provincial People's Committee and the commune level have been consolidated, unified in organization and operation according to the new model; the assignment and arrangement of personnel are basically reasonable, meeting the requirements of the tasks. The whole province currently has 17,418 cadres, civil servants and public employees, of which 2,334 people work at the commune level; the team of cadres and civil servants have initially adapted well to the new job positions, the sense of responsibility and awareness of serving the people have been raised.
The work of ensuring operating conditions for agencies and units has been focused on implementation; facilities, offices, equipment and means have been arranged and used effectively. 100% of communes and wards operate the One-Stop Unit, the rate of administrative procedure settlement on time and on schedule is 98.8%. The digitization of administrative records and documents has been promoted, nearly 4 million pages of documents have been digitized; information technology infrastructure and shared databases continue to be expanded, synchronously connected from the province to the grassroots, creating convenience in management and operation.
The socio -economic development situation of the province continues to be stable; many key targets have been achieved and exceeded the plan such as budget revenue, import-export value, total retail sales of goods, tourism revenue, employment rate... Social security work has been effectively implemented; national defense and security have been ensured; social order and safety have been maintained.
In the coming time, the province will continue to promote propaganda and thoroughly disseminate the policies of the Party, the State and the province on reorganizing the apparatus, streamlining the payroll; reviewing and perfecting functions, tasks, working regulations, decentralization and delegation of power between agencies and units; perfecting the staff according to job positions. Along with that, focusing on improving the quality of operations of the Public Administration Service Centers at all levels, promoting comprehensive digital transformation, building a modern e-government, serving the people quickly and effectively. The province strives to complete the socio-economic targets in 2025, in which the GRDP growth rate reaches over 8%, contributing to the stable, effective and efficient operation of the 2-level local government model.
Discussing at the Conference, delegates focused on difficulties and problems that need to be solved such as: Transferring and rotating cadres, civil servants and public employees to communes that are lacking to perform their tasks; investing in building traffic infrastructure, projects to provide electricity and telephone waves to villages that are still facing difficulties; supplementing funds to overcome the consequences of natural disasters; proposing to organize teacher recruitment exams in the whole province; supplementing equipment for the team of Party cell secretaries and heads of villages and hamlets to train and implement digital transformation...
Concluding the Conference, Comrade Le Minh Ngan - Secretary of the Provincial Party Committee highly appreciated the opinions of the delegates attending the Conference, especially the opinions of local representatives. He affirmed that after 3 months of operating the 2-level local government model, Lai Chau province has resolutely implemented and effectively operated the 2-level local government model. Despite many difficulties in terms of facilities and personnel, Lai Chau province has achieved many positive results: The apparatus of communes and wards has been improved; the functions and tasks of agencies have been clearly defined; the ideology of cadres has been stable; public administration, decentralization and delegation of power have been effective; the socio-economic situation has continued to grow, and political security has been maintained.
The Provincial Party Secretary requested Party committees and authorities at all levels to continue to thoroughly grasp and strictly implement the Central and Provincial directions on the arrangement and operation of the two-level local government; to do a good job of ideological work, to create consensus and high determination among cadres, party members and the people. Focus on reviewing and perfecting the organizational apparatus, arranging suitable cadres and civil servants, especially in the missing professional positions; increase the secondment of cadres from the province to the commune, provide guidance on concurrent holding, and complete job positions in October 2025. Request the Provincial People's Committee to review, arrange, and effectively use headquarters and public assets after the merger; adjust the planning of the province and communes to suit the new administrative boundaries. Continue to promote decentralization, delegation of power, strengthen training, and provide "hand-on" professional guidance for the grassroots. Communes and wards focus on leading socio-economic development, ensuring national defense and security; Strive for an economic growth rate of 8% or more in the whole province; synchronously implement key resolutions, build a modern, transparent, people-friendly administration, and better serve the people...
Before the Conference, Comrade Le Minh Ngan - Provincial Party Secretary and the Standing Committee members of the Provincial Party Committee presented flowers to congratulate female leaders of provincial and local departments and branches on the occasion of the 95th anniversary of the founding of the Vietnam Women's Union.
