Proposal to invest 1,000 billion VND to renovate and upgrade the Sat River embankment

In the 2026-2030 period, the Department of Agriculture and Environment proposed that the People's Committee of Hai Phong City allocate 1,000 billion VND in medium-term public investment capital to renovate and upgrade the Sat River embankment.

The city plans to allocate medium-term public investment capital to renovate and upgrade the Sat River in the coming time.

The Department of Agriculture and Environment has just proposed to the People's Committee of Hai Phong City to invest in the project to renovate and upgrade the Sat River embankment using medium-term public investment capital for the period 2026 - 2030.

Accordingly, the riverbed will be dredged; investment will be made in building embankments, walkways, roads, landscape infrastructure, and a wastewater collection system along the Sat River from Phu Tao Bridge to Cat Bridge. The investment in the project, once completed, will contribute to increasing water storage capacity, enhancing disaster prevention capacity, ensuring canal design elevation, and creating environmental landscape.

Many sections of the Sat River are expected to receive investment capital from the city for renovation and upgrading.

According to the planning of the Bac Hung Hai system, the riverbank elevation against inland flooding (+3.24 m); the dike elevation of the Sat River in some sections does not meet the requirements. In particular, the section near Cat bridge is silted up, not ensuring water storage and waterway traffic. Both sides of the canal near Cat bridge are encroached, causing water pollution and loss of urban beauty. Domestic wastewater from residential areas flows directly into the river water source.

This is one of the city's key projects proposed for investment from medium-term public investment capital for the 2026 - 2030 period, with a total estimated cost of VND1,000 billion.
