Leaders of the City People's Committee worked with the Department of Science and Technology of Da Nang City on developing an innovative startup ecosystem.

On the afternoon of July 11, Mr. Ho Quang Buu - Vice Chairman of the People's Committee of Da Nang City had a working session with the Department of Science and Technology of Da Nang City on the implementation of activities to support the development of the innovative startup ecosystem (KNĐMST) in the city in the first 6 months of 2025 and the key directions and tasks in the coming time.

At the meeting, Mr. Pham Ngoc Sinh - Deputy Director of the Department of Science and Technology of Da Nang city reported on the overview of the implementation of activities to support the development of the innovative startup ecosystem in the first 6 months of 2025. In the context of the expanded administrative boundaries after the merger of Quang Nam province and Da Nang city, the innovative startup ecosystem of the new city continues to be consolidated and developed. Many outstanding results have been recorded, especially taking advantage of the strengths of both localities to promote connection activities and support innovative startups from the grassroots level to the international region. The expanded Da Nang city is gradually affirming its role as one of the leading centers in the country in building an innovative startup ecosystem with many bright spots in terms of policy mechanisms, technical infrastructure, connection network and in-depth communication.

Notably, the synchronous implementation of specific policies on science, technology and innovation according to Resolution 136/2024/QH15. In particular, Da Nang city is considered the locality with the most mechanisms and policies to support innovative start-up activities, related to tax exemption, support for technology testing, use of public infrastructure for start-ups, and development of key areas such as semiconductor chips, artificial intelligence, etc.

In addition, Da Nang is gradually perfecting its startup ecosystem with more than 30 startup support spaces and organizations such as support centers, incubators, creative spaces, investment funds, etc. The city is also actively connecting the startup ecosystem with international partners such as Japan, Korea, China, Singapore, Australia, the Netherlands, France, etc.

In the first 6 months of 2025, many typical events were organized such as DAVAS Investment Forum, venture capital training courses, connecting startups with Japanese funds, and preparing for the SURF 2025 Innovation and Startup Festival scheduled to take place at the end of July. Notably, the city has directly supported more than 12 startup projects with a total budget of 5 billion VND from the state budget.

The meeting also recorded a number of important recommendations from the Department of Science and Technology such as the proposal to develop a separate spending norm for activities in the field of science and technology, allowing SURF and DAVAS events to be upgraded to a national and international scale, arranging space for international cooperation, and making the innovation index (PII) a criterion for managing socio-economic development of departments and branches.

Speaking at the meeting, Mr. Ho Quang Buu - Vice Chairman of the People's Committee of Da Nang City acknowledged and highly appreciated the efforts of the Department of Science and Technology in promoting the innovative startup ecosystem in Da Nang, especially in the context of the locality merging administrative boundaries. He requested the Department of Science and Technology to continue reviewing, integrating and adjusting policies, programs and projects that have been and are being implemented in Da Nang and Quang Nam, in order to form a synchronous, closely linked, and capable of spreading and connecting with the region and the world.

At the same time, the Vice Chairman requested relevant departments, branches and sectors to strengthen coordination with the Department of Science and Technology in implementing activities to support science and technology, especially in perfecting mechanisms and procedures to effectively exploit existing science and technology infrastructure, ensuring that start-ups have space to work, innovate, connect and grow.

In addition, Mr. Ho Quang Buu also suggested a new direction of developing a network of Associations and Clubs of innovative start-ups at the commune and ward levels to spread the spirit of innovation to the grassroots, promoting the development of the ecosystem from the root. At the same time, strengthening foreign affairs and promoting the image of the city's innovative start-up ecosystem on national and international forums, affirming the new position of the city after the merger. Mr. Ho Quang Buu affirmed: "Innovative start-ups are not just a movement, but a strategic driving force to promote the development of the knowledge economy, digital transformation and improve the city's competitiveness in the new development stage".
