At the meeting, Mr. Ho Quang Buu - Vice Chairman of the People's Committee of Da Nang City reported on the implementation of Resolution No. 57 in the locality. Accordingly, in 2025, the city will have 05 science and technology infrastructure projects with a total investment of 845 billion VND. In the period of 2026-2030, Da Nang plans to implement 61 more projects with an investment capital of more than 1,500 billion VND. The proportion of expenditure for the field of science and technology, innovation and digital transformation currently accounts for 2% of the total local budget expenditure.
Da Nang City proposed to the Ministry of Science and Technology 10 key groups of contents to promote the effective implementation of Resolution 57, including expanding the scope of controlled testing (Sandbox); Early establishment of the National Center for Supporting Innovative Startups in Da Nang; Support for key infrastructure investment; Allowing the installation of low-altitude satellite ground stations and granting operating licenses; Continuing to support high-tech, strategic technology and management application fields; Proposing breakthrough initiatives of the city to the national list; Completing the legal framework and technical standards for smart cities; Expanding the subjects and visa policies for international experts and investors; Supporting the implementation of a number of major problems and tasks; Supporting the implementation of one-level public administration and proactive public administration.

At the same time, propose 3 initiatives of the City on building a Digital Copy of Da Nang City, Lien Chieu Smart Port, Da Nang Smart Free Trade Zone to the list of breakthrough initiatives.
Speaking at the meeting, Mr. Nguyen Van Quang - Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Da Nang City emphasized the orientation of developing the city into a National Center for Science and Innovation, a Center for Digital Transformation of Southeast Asia and a Center for International Finance. To realize this goal, the city has developed and synchronously deployed 08 strategic action programs.
The city currently possesses three important foundations: Building a synchronous institution; Developing information technology infrastructure with four concentrated information technology zones; Attracting high-quality human resources in the fields of information technology, semiconductors, AI, etc. from major universities in the area.
At the meeting, business representatives made recommendations and proposals related to prioritizing the development of digital infrastructure platforms, AI technology, blockchain, big data and digital financial services; there should be a mechanism for ordering and testing products in public areas, etc.
Speaking at the meeting, Mr. Nguyen Manh Hung - Member of the Party Central Committee, Minister of Science and Technology acknowledged and highly appreciated the pioneering spirit of Da Nang city in promoting the effective implementation of Resolution No. 57-NQ/TW of the Politburo. At the same time, Da Nang city wants to promote the development of science, technology, innovation and digital transformation, it needs to allocate resources and have close coordination between the government, businesses and educational institutions.
The opinions and proposals of Da Nang city were acknowledged by the Ministry of Science and Technology, serving as a basis for continued close coordination in the coming time, contributing to promoting the effective implementation of Resolution 57-NQ/TW, making science, technology, innovation and digital transformation become important driving forces for socio-economic development.
