Binh Long Hydropower Plant started releasing flood water at 10 o'clock. Discharge flow is 550m3 /second.
From 11am to after 12pm, in Hoa An commune and Thuc Phan, Tan Giang, and Nung Tri Cao wards, the river water level rose and flooded into people's houses.

At Group 2, Hop Giang, Thuc Phan Ward, the water level of Hien River quickly rose, flooding houses along the river; flooding roads; water flooded houses several meters high.
Some of people's belongings were swept away by the rapidly rising floodwaters.
