The workshop, organized by the Department for Private Enterprise and Collective Economic Development (APED) - Ministry of Finance in collaboration with the German International Cooperation Agency (GIZ), attracted nearly 100 delegates from state management agencies, international organizations, associations, businesses and experts in the country and the region.
Speaking at the conference, Mr. Nguyen Xuan Hoang emphasized that technologies such as Artificial Intelligence (AI), Blockchain, Internet of Things (IoT) and Cloud Computing are becoming important driving forces to reshape the global economy . “These technologies do not exist in isolation, but are linked together into an interactive technology ecosystem, opening up countless breakthrough development opportunities for Vietnamese businesses,” Mr. Hoang shared.
AI helps businesses optimize operations, automate processes, reduce costs and improve customer experience. Blockchain brings transparency and security in transactions; IoT creates a smart network supporting agriculture, logistics, healthcare, education; and Cloud Computing is the foundation for it all – helping businesses be flexible and scale quickly.
In addition to the breakthrough opportunities, Mr. Nguyen Xuan Hoang also pointed out the existing risks: AI can create “information illusions”, Blockchain has the potential risk of cyber attacks and money laundering, IoT is easily exploited without appropriate security measures. According to Mr. Hoang, “Technology is a double-edged sword. Only when developed ethically, legally and responsibly, can technology truly serve humanity.”
Also at the workshop, Mr. Hoang expressed his support for the Government's strong steps in perfecting the legal framework for emerging technologies. Specifically, in 2025, Vietnam will perfect the basic legal framework for AI, Blockchain, IoT; pilot a crypto-asset trading floor; and pass the Law on Artificial Intelligence. In the 2026-2027 period, technology solutions will be widely deployed in digital government, while building three national centers for big data and high-performance computing. Further, in the 2028-2030 period, Vietnam aims to master strategic technologies such as AI, IoT, Blockchain, and be among the top three countries in Southeast Asia in terms of digital competitiveness.
“These policies not only create a legal foundation but also demonstrate Vietnam’s commitment to developing technology along with ethics and digital risk management,” he affirmed.
Faced with these opportunities, he emphasized that businesses must conduct business responsibly. This is not just a matter of profit, but also responsibility to customers, society and sustainable development. Businesses need to manage risks comprehensively, transparently and with accountability; ensure security and privacy right from the product design stage; manage data responsibly; and focus on ethics in AI, minimizing bias. In addition, compliance with multi-standards and multi-regions – not only according to Vietnamese law but also according to international standards – will be an inevitable requirement when expanding business.
At the end of his speech, the Vice Chairman of the Board of Directors of MISA affirmed: “We are facing a new era of breakthroughs – where technology is the key to unlocking productivity, creativity and prosperity. But along with the power of technology, there must be human responsibility.
