GQVL loan capital supports garment processing facilities in Trung Nhat ward, Can Tho city, maintaining production and creating jobs for many workers.
According to the Department of Home Affairs of Can Tho City, thanks to the synchronous implementation of many feasible solutions, in the first 9 months of 2025, the whole city had more than 90,680 workers receiving GQVL, reaching nearly 96% of the plan. Communes and wards proactively coordinated and connected with agencies and functional units to introduce workers to work at enterprises, production and business establishments; focusing on creating jobs on the spot through the GQVL loan program.
The city branch of the Vietnam Bank for Social Policies (VBSP) actively mobilizes capital sources for lending, such as central and local capital, and people's savings deposits. Implementing Conclusion No. 06-KL/TW of the Secretariat on continuing to implement Directive No. 40-CT/TW of the Secretariat on strengthening the Party's leadership over social policy credit, every year, the city budget is transferred to the VBSP for entrusted lending. Communes and wards focus on lending to serve the goals of local socio -economic development, pay attention to typical economic development models, support production and business establishments to create jobs for many workers. In addition, actively coordinate and integrate preferential loans with training, transfer of science and technology, and guide borrowers on appropriate production and business methods to maximize the effectiveness of capital sources in creating jobs and income. By the end of September 2025, the GQVL loan program's turnover was 1,375 billion VND, with more than 24,030 workers borrowing; outstanding debt of 4,758 billion VND, with more than 101,020 workers still having outstanding debt.
With the effective management of the entrusted associations and organizations, most households with the need to develop production, business, and expand models have access to GQVL loans. Ms. To Thi Ngoc Anh, spa service owner, Thanh My A area, Cai Rang ward, Can Tho city, was supported with GQVL loans to upgrade her shop. Ms. Anh said: "I have been opening a beauty service for 5 years. When I was able to borrow 70 million VND, I prioritized buying more equipment to serve everyone's beauty needs."
Ms. Phan Thi Kim Loan in Dinh Khanh B hamlet, Truong Thanh commune, Can Tho city, borrowed 70 million VND to develop a model of growing oyster mushrooms. Ms. Loan said: "With the capital, I built a prefabricated house, made shelves to place the spawn bottles, installed a misting irrigation system, ensuring appropriate light and humidity requirements. At the same time, I ordered good mushroom spawn, ensuring the quality of the finished oyster mushroom product."
According to the City Branch of the Vietnam Bank for Social Policies, in recent times, the GQVL loan credit program has continuously proven effective, supporting households to expand production, business and services. However, due to limited loan capital, priority is given to considering loans for small and retail production and business households according to regulations, which cannot meet the capital needs of production and business models that attract many local workers.
At the quarterly meetings on policy credit lending activities of the City Social Policy Bank Branch, localities proposed to consider increasing capital allocation for GQVL loans, creating conditions for developing production and business models. To meet people's needs, the Head of the Representative Board of the City Social Policy Bank directed the Branch to deploy solutions to mobilize central and local capital, promote mobilization of deposits from organizations and individuals as well as mobilize members of savings and loan groups to participate in savings deposits to create a source of loan capital to create jobs and increase income for people.
