Social criticism ensures correctness and benefits the people

On the morning of November 19, the Standing Committee of the Vietnam Fatherland Front Committee of Bac Lieu province held a conference to contribute opinions and provide social feedback on 5 Decisions of the Provincial People's Committee.

At the conference, the Department of Natural Resources and Environment (the agency drafting the draft Decision) approved 5 Submissions of the draft Decision of the Provincial People's Committee, including: Decision stipulating revenue-forming factors, development cost estimation factors to apply in the surplus method and factors affecting land prices, maximum difference of each factor affecting land prices in Bac Lieu province; Decision promulgating Regulations on conditions, procedures and appraisal procedures for land allocation without auction of land use rights to individuals in Bac Lieu province; Decision stipulating procedures and procedures for short-term land lease in Bac Lieu province; Decision stipulating the time to implement specific work steps to adjust decisions on land allocation, land lease, and permission to change land use purposes in Bac Lieu province; Decision to promulgate Regulations on announcing and publicizing the list of small, narrow, and interspersed land plots and land allocation and lease for small, narrow, and interspersed land plots in Bac Lieu province.

Leaders of the People's Committee and the Vietnam Fatherland Front Committee of Bac Lieu province chaired the conference.

Vice Chairman of the Vietnam Fatherland Front Committee of Bac Lieu province, Huynh Van Thang, chaired the conference and emphasized: Organizing a social criticism conference on 5 draft Decisions of the Provincial People's Committee contributes to ensuring the correctness, conformity with social life and effectiveness of the documents, ensuring the legitimate and legal rights and interests of the people in Bac Lieu province. At the same time, thoroughly grasp and orient a number of key contents for delegates to focus on discussing and giving comments.

Participating in the debate at the conference, delegates expressed their high agreement with some contents in the 5 draft Decisions of the Provincial People's Committee and said that these are important contents, which when implemented will be related to and directly impact the lives of the people, contributing to increasing budget revenue as well as the economic and social development of the province.

Most of the delegates agreed on the necessity of issuing a decision of the Provincial People's Committee on the above 5 regulations. The delegates focused on giving comments and criticism on the legal basis, conformity with the Party's guidelines and policies, the State's laws and policies; the correctness, scientific nature, principles, feasibility; and effective economic and social impacts of the draft regulations. At the same time, some delegates suggested shortening the title, adding and changing the sentences to make them clearer and more appropriate.

After listening to the delegates' comments, the drafting unit explained and accepted the delegates' comments.

Concluding the conference, Standing Vice Chairman of the Provincial People's Committee Huynh Huu Tri highly appreciated the delegates' comments and responsible contributions to the draft Decisions. At the same time, he requested the leaders of the Department of Natural Resources and Environment (the agency in charge of drafting the document) to absorb the comments to advise on completing the draft in the coming time.
