On October 21, the Standing Committee of Thanh Hoa Provincial Party Committee held a mid-term review conference to implement the Resolution of the 19th Provincial Party Congress, term 2020-2025.

After 3 years of implementing the Resolution of the 19th Provincial Party Congress, Thanh Hoa province has promoted the spirit of solidarity, proactiveness, creativity, and strived to achieve many important and quite comprehensive results in all fields. Of the 27 targets set by the Resolution of the 19th Provincial Party Congress, the province has 22 targets estimated to be achieved and exceeded, and 5 targets are forecast to be difficult to complete.

Accordingly, in terms of economic development, Thanh Hoa recorded encouraging results when the average annual growth rate of gross regional domestic product (GRDP) reached 9.69%, ranking 5th in the country. The economic scale (GRDP) in 2023 is estimated to reach over 279,000 billion VND, 1.5 times higher than in 2020, ranking 8th in the country. In particular, the economic structure has shifted in the right direction, many indicators in important fields such as agriculture, industrial production, services, and state budget revenue increased beyond the Resolution's target.

In the past 3 years, the total mobilized social investment capital is estimated to reach over VND 409,000 trillion, equal to 54.6% of the term target. The investment capital structure has shifted positively towards reducing the proportion of state investment capital and increasing the proportion of private investment capital. In the period of 2021-2023, the province attracted 201 direct investment projects, including 29 foreign direct investment (FDI) projects, and 90.9 million USD in adjusted capital increase for 15 projects.

Regarding budget revenue, there was also a major breakthrough when the total state budget revenue for the 2021-2023 period was estimated at 132,418 billion VND. Notably, in 2022, budget revenue in Thanh Hoa province reached over 51,000 billion VND, ranking 9th in the country. This is the highest revenue ever and for the first time, Thanh Hoa joined the group of provinces and cities with budget revenue of over 50,000 billion VND.

During this period, Thanh Hoa actively reformed the administration, improved the investment and business environment with strong focus and direction. The administrative reform indexes all increased in rank compared to the beginning of the term, and started construction and completed a number of large-scale industrial, agricultural , transport and tourism projects, creating an important driving force to promote the socio-economic development of the province.

In terms of socio-politics, internal affairs and anti-corruption work have been implemented synchronously and resolutely, recording positive results. Since the beginning of the term, the authorities have prosecuted and investigated 166 cases, 385 defendants related to corruption and economic issues.

Party building work has been strengthened and comprehensively deployed in all fields. The work of organizing cadres has been carried out closely, cautiously, systematically and transparently. The work of inspection, supervision and enforcement of party discipline has focused on areas prone to violations, areas of public concern, and localities and units with many complaints and denunciations...

Continue to promote achievements, overcome difficulties

Speaking at the Conference, Mr. Do Trong Hung, Secretary of Thanh Hoa Provincial Party Committee, emphasized that in the coming time, Party committees at all levels, authorities, departments, branches, organizations, cadres and Party members will continue to consolidate, preserve and promote the spirit of solidarity and unity; determination and resoluteness in leadership, direction and administration; enhance the sense of responsibility, proactiveness, creativity, self-reliance and self-improvement.

In particular, Thanh Hoa continues to improve the efficiency of management and use of public investment capital; prioritize the allocation of public investment capital to accelerate the implementation of key transport projects to create new development space; effectively use public investment capital to lead and attract legal resources of society, creating a clear change in the development of socio-economic infrastructure.

All levels, sectors and localities focus on overcoming and removing difficulties and obstacles to boost production and business, promote economic growth; support and create favorable conditions for industrial projects that have come into operation to reach their designed capacity; speed up the implementation of ongoing industrial projects; selectively attract large-scale industrial projects, creating new momentum for local economic growth.

In addition, continue to improve the leadership capacity and fighting strength of Party organizations, collectives, individual cadres, leaders and managers; focus on overcoming violations and shortcomings pointed out by the Central Inspection Committee, the Government Inspectorate and the State Audit. The province strengthens inspection, examination, timely and strict handling of cadres, party members, civil servants and public employees who have degraded in political ideology, lifestyle ethics, corruption and negativity.

In terms of economy, in the 2024-2025 period, Thanh Hoa sets a target of an average annual growth rate of gross regional domestic product (GRDP) of 12.96% or more; average annual state budget revenue of 10% or more.

During this period, Thanh Hoa province strives to soon become a new growth pole in the North of the country. At the same time, strengthen links and cooperation with provinces in the North Central region, Hanoi city and other provinces and cities in the country, especially in investment and trade promotion, resource mobilization and allocation, infrastructure construction, human resource training, scientific research and technology transfer; build inter-provincial and inter-regional tourism routes.

In the coming time, Thanh Hoa province will review and overcome weaknesses and limitations, strongly improve the investment and business environment to improve the ranking of indicators reflecting the investment environment, especially the Provincial Competitiveness Index (PCI), striving to be in the group of 15 leading provinces and cities in the country by 2025. In particular, focusing on promptly resolving business recommendations; reviewing and standardizing dossier components, shortening the time to handle administrative procedures, especially procedures on land, investment, construction, environment; overcoming bottlenecks in infrastructure of industrial parks and industrial clusters... to create an open and attractive investment environment.

To do this, Thanh Hoa flexibly organizes investment promotion activities in the direction of proactively approaching and supporting businesses and investors to learn and make investment decisions. In particular, focusing on attracting large-scale projects with high added value and modern technology, attracting investment from countries with potential in capital and technology; strengthening mobilization and calling on economic groups and domestic corporations with prestige and financial capacity to invest in large projects in the area.

In the 2024-2025 period, continue to implement solutions for rapid and sustainable economic development, soon turning Thanh Hoa into a new growth pole in the North; focus on developing 4 dynamic economic centers, 3 growth pillars, 8 key programs, 3 breakthroughs.
