The Prime Minister affirmed that the Party and State deeply understand and share the losses and difficulties of people in disaster-hit areas across the country, and have directed the urgent implementation of urgent solutions to quickly overcome the consequences of storms, floods and stabilize people's lives.
At Phan Dinh Phung ward (Thai Nguyen province), the Prime Minister visited and encouraged people in the disaster area and the forces on duty, and sent his deepest condolences to the families of the victims and shared the pain, loss and difficulties of the Party Committee, government and people in the disaster area.

The Head of Government directed ministries and branches to closely coordinate with local authorities to speed up the progress of overcoming the consequences of natural disasters and floods, and quickly stabilize the situation of people in disaster-affected areas as soon as possible.
In particular, the Prime Minister requested the immediate implementation of urgent measures to prevent and combat floods according to the warning level. In particular, the Prime Minister noted the need to focus on reviewing deeply flooded areas, areas at risk of landslides, flash floods, and flash floods to proactively evacuate residents (especially the elderly, children, and vulnerable groups) from dangerous areas, ensuring the safety of people's lives.
Forces also need to deploy dike protection work, ensure the safety of dikes, dams, and mobilize maximum possible forces, means, and materials to promptly handle incidents from the first hour.
"By all means, reach deeply flooded and isolated areas to promptly provide food relief to households at risk of hunger. Absolutely do not let people go hungry or thirsty," the Prime Minister directed.
The Prime Minister hopes that people will unite, love and support each other in difficult times, overcome the pain of loss, and soon stabilize their lives.
According to the report of the National Center for Hydro-Meteorological Forecasting, on October 7, the circulation of storm No. 11 caused heavy to very heavy rain in the Northern region and Thanh Hoa, especially in Thai Nguyen, Bac Ninh, Lang Son and Hanoi.
Total rainfall in many places is about 300-400mm, in some places over 560mm.

Notably, the meteorological agency said that there was an exceptionally large flood on the Cau River (at Gia Bay station, Thai Nguyen, it peaked at 29.90m at 3am on October 8, above the historical level in 2024). Along with that, flooding occurred in Bac Ninh, Lang Son, Cao Bang, especially in Thai Nguyen.
In Thai Nguyen province, there is moderate to heavy rain over a wide area. The flood situation is very complicated, causing serious damage to people, property, infrastructure and production, seriously affecting people's lives.

Of which, Thai Nguyen was supported with 50 billion VND, Cao Bang 30 billion VND, Lang Son 30 billion VND and Bac Ninh 30 billion VND.
