- Could you please tell us the purpose, meaning, scope and objects of the review?
- This is the first review after the merger of the two old provinces of Khanh Hoa and Ninh Thuan . The review aims to make a list, classify accurately and fully data and basic information on poor households and near-poor households; determine the list of agricultural - forestry - fishery - salt-producing households with average living standards and low-income workers in the whole province, as a basis for developing and organizing the implementation of socio-economic development policies, poverty reduction, and ensuring social security in 2026 and the following years. Thereby, assessing the results of implementing the poverty reduction target in 2025, according to the national multidimensional poverty standard for the period 2021 - 2025; providing data on poor households and near-poor households to build a database on poverty reduction, synchronized and connected with the national database on population.
Accordingly, this review is being implemented in all communes and wards in the province. The subjects of the review of poor households and near-poor households according to the poverty line for the period 2022 - 2025 are households on the list of poor households and near-poor households managed by the People's Committee at the commune level at the time of the review; households with a request to review poor households and near-poor households according to regulations. For determining agricultural - forestry - fishery - salt-producing households with an average living standard, these are households doing these occupations and living in the province with a request to be identified as households with an average living standard according to regulations. For determining low-income workers, these are workers (not belonging to the above households) with a request to confirm that they are low-income workers, residing in communes and wards in the province. The review period starts from October 10 to December 14, 2025.
- So, how is the implementation of the specific contents of the plan being carried out, madam?
- All levels, sectors, units and localities are responsible for organizing the dissemination, propaganda and widespread implementation of the plan to all people to ensure that information reaches villages and residential groups, helping people understand the purpose and requirements of the review and proactively participate. Mobilize people to actively register information if they see that their household meets the criteria for identifying poor households, near-poor households or belongs to the group of agricultural - forestry - fishery - salt-producing households with an average living standard; at the same time, propagate so that people can honestly and fully declare information on the review form according to reality; proactively detect, review and guide households that are facing difficulties, incidents or risks occurring during the year (long-term illness, accidents, natural disasters, job loss...) to register for review to be considered and evaluated according to regulations.
Regarding the method of reviewing poor and near-poor households, the survey collects information from households to estimate income and determine the level of shortage of basic social services of poor and near-poor households, ensuring compliance with the prescribed poverty standards. Specifically, regarding the average income per capita (called point A), in rural areas, 140 points are equivalent to an average income per capita of 1.5 million VND/person/month; in urban areas, 175 points are equivalent to an average income per capita of 2 million VND/person/month. Regarding the level of shortage of basic social services (called point B), 10 points are equivalent to 1 index measuring the level of shortage of basic social services.
In terms of classification, poor households in rural areas have score A less than or equal to 140 points and score B greater than or equal to 30 points; poor households in urban areas have score A less than or equal to 175 points and score B greater than or equal to 30 points; near-poor households in rural areas have score A less than or equal to 140 points and score B less than 30 points; near-poor households in urban areas have score A less than or equal to 175 points and score B less than 30 points.
For the review method, the classification of agricultural - forestry - fishery - salt-producing households with average living standards and low-income workers is based on determining the household's income within 12 months before the review time, not including subsidies or social assistance from the state budget in the household's income. The standard classification of households with average living standards in rural areas is households with an average income per capita/month of over 1.5 million VND to 2.25 million VND; in urban areas is households with an average income per capita/month of over 2 million VND to 3 million VND. The standard of low-income workers in rural areas is an average income per capita/month of 2.25 million VND or less; in urban areas, an average income per capita/month of 3 million VND or less.
Regarding the progress of the review, the People's Committees of communes and wards shall report the preliminary results to the Provincial People's Committee (through the Department of Agriculture and Environment for synthesis) before November 5, 2025. The People's Committees of communes and wards shall officially report (report on the review work and the Decision approving the review results of the Chairman of the Commune People's Committee) to the Provincial People's Committee (through the Department of Agriculture and Environment for synthesis) before November 30, 2025. The Chairman of the Provincial People's Committee shall report the review results to the Ministry of Agriculture and Environment before December 14, 2025.
- In order for the review to take place in accordance with regulations, in your opinion, what issues should departments, branches, units and localities focus on?
- In order for the review to be effective, departments, branches, units and localities need to closely follow the plan and direction of the Provincial People's Committee; at the same time, coordinate with the Department of Agriculture and Environment to implement. In addition, promote information and propaganda about the review; strengthen inspection activities, closely monitor the review process and results.
In particular, the review must ensure accuracy, democracy, publicity, fairness, compliance with prescribed procedures and time; with the participation of all levels, sectors, people and the community, ensuring the right subjects, not omitting any omissions and accurately reflecting the socio-economic development situation in the locality and the actual living conditions of the people.
