At the conference, Mr. Truong Anh Dung, Director of the Department of Vocational Education and Continuing Education, Ministry of Education and Training, said: By September, the vocational education system consisted of 1,163 establishments, including 518 public establishments and 645 non-public establishments. In 2024, the vocational education system will enroll more than 2 million people, of which 430,000 will be college and intermediate level, and nearly 2 million will be elementary and other vocational training programs.

In the first 6 months of this year, the whole country recruited and trained about 1 million people in vocational education, of which about 100,000 people attended college and intermediate level; and about 900,000 people attended elementary level and other training programs. In 2025, the vocational education system will focus on integrated recruitment for the whole industry, strengthen ties with businesses, promote student streaming and raise social awareness about the role of vocational education and continuing education in national human resource development.

According to Mr. Truong Anh Dung, one of the important tasks for vocational education and continuing education in the coming time is to reorganize and re-plan the education network to ensure resource concentration, increase scale and improve training quality. However, Mr. Dung also proposed that the re-organization and restructuring of vocational schools should only be applied to the public education system and a special mechanism is needed for provinces and cities with large labor force and many affiliated colleges and intermediate schools.

Mr. Nguyen Khac Hieu, Vice Chairman of Phu Tho Provincial People's Committee also shared: Phu Tho province was merged from three provinces of Vinh Phuc, Hoa Binh and Phu Tho, with an area of ​​9,361 km², ranked 15th nationwide; population size of more than 4 million people, ranked 11th; economic scale of 15 billion USD, ranked 6th nationwide. In particular, Phu Tho has become one of the three localities with the largest educational scale in the country with 4 public universities and 50 vocational training institutions.

Phu Tho province hopes that the Ministry of Education and Training will continue to pay attention and invest in vocational training institutions under the province to perform the functions of regional and national centers, practicing high-quality professions to provide high-quality human resources, skilled technicians, contributing to the realization of the socio-economic development goals of the region and the whole country.

Representatives of some local Departments of Education and Training and colleges and vocational secondary schools also hope that the National Assembly will pass the Law on Education and the Law on Vocational Education to remove obstacles and difficulties, creating conditions for vocational education to develop, especially in mountainous areas. The arrangement and re-planning of the vocational education system needs to take into account the specific factors of the training profession; the characteristics of localities with large labor force, many affiliated colleges and secondary schools; promote interconnection in the education system, calculate the development of interconnection models from vocational secondary schools, colleges, universities; the relationship between enterprises and training facilities; pay attention to the quality of foreign language training for college and vocational secondary school students...

The restructuring of vocational education institutions will focus on small and weak schools.

Sharing at the conference, Deputy Minister of Education and Training Le Quan emphasized: Education and training in general and vocational education and continuing education in particular, in recent years have received the attention of the Party and the State, the close coordination of ministries, branches, localities and the efforts of the whole sector and have initially achieved many results, making important contributions to human resource development in particular and socio-economic development in general. However, currently, the system of vocational education and continuing education facilities is still fragmented and backward, not meeting the requirements of training high-quality human resources, especially in some key sectors and fields, and has not really become a key driving force for the country's breakthrough development. Opportunities to access education are still low compared to developed countries; there are large differences between regions and target groups. This is also a big challenge for the whole system.

The National Assembly is currently considering passing the Law on Vocational Education, including a number of issues being legalized such as university autonomy of vocational education institutions; promoting administrative procedure reform associated with digital transformation, in line with the two-level local government model; building and perfecting databases, enhancing decentralization and delegation of power in state management of vocational education and continuing education; arranging and planning the network of vocational education and continuing education institutions associated with the needs of socio-economic development, which is the labor market; orienting investment in developing high-quality colleges, schools playing the role of regional centers, national centers... to meet the requirements of human resource training in the new period.

Concluding the conference, Minister of Education and Training Nguyen Kim Son emphasized: This is a special conference held after vocational education was transferred from the Ministry of Labor, War Invalids and Social Affairs to the Ministry of Education and Training and the Ministry of Education and Training has just merged continuing education with vocational education into a common management area.

Noting a number of key tasks that vocational education and continuing education need to focus on in the coming time, Minister Nguyen Kim Son said that vocational education and continuing education institutions need to do well the tasks set out by the Politburo in Resolution 71 on breakthrough development of higher education; carry out the arrangement and restructuring of vocational education and continuing education institutions, in which it is necessary to reposition the position of the system of colleges in specialized, spearhead professional groups that are prioritized for development; the restructuring mainly focuses on small, weak schools...

For other vocational schools, the Ministry of Education and Training is currently developing a plan to streamline the organization and focus on better investment. “In November, the Ministry of Education and Training will seek opinions from schools on this issue. The spirit is to arrange for vocational schools to operate better, so schools should not be too worried,” Minister Nguyen Kim Son shared.

Minister Nguyen Kim Son also emphasized that in the coming time, it is necessary to reconnect the vocational education institution data system, this is a mandatory responsibility. If any unit fails to do so, it will not be able to enroll students in 2026. Currently, the Ministry of Education and Training is implementing digital diplomas to connect with the VNeID application. This will reduce many administrative procedures and the task will have to be completed in 2026.

In addition, Minister Nguyen Kim Son also requested to continue to strengthen the application of AI in vocational education; develop national projects and goals to modernize the quality of university and vocational education; continue to pay attention to and create favorable conditions in terms of facilities and staff for continuing education centers; establish a new autonomous model that is not too dependent on financial factors...
