The Ministry of Education and Training has just issued a draft Decree amending and supplementing a number of articles of Decree No. 116/2020/ND-CP regulating policies to support tuition fees and living expenses for pedagogical students.
Accordingly, the Ministry of Education and Training has added new points to the content of regulations on support levels based on learning outcomes to motivate pedagogical students and improve quality.
Pedagogical students are beneficiaries of the policy of supporting tuition fees and living expenses.

Specifically, teacher training students are supported by the State with tuition fees equal to the tuition fees charged by the teacher training institution where they study. In addition, teacher training students are supported by the State with 3.63 million VND/month to cover living expenses during their time studying at the school.
However, from the second year and the following years, if a student has a poor GPA or a poor training score, he/she will not be considered for support to cover living expenses. Teacher training institutions consider supporting living expenses for pedagogical students according to the academic year.
In addition, the Ministry of Education and Training also revised and supplemented contents related to the mechanism for implementing support policies for pedagogical students, the development of budget estimates and budget allocation, the reimbursement of support funds and the responsibilities of relevant units.
Sharing about this issue, Dr. Tran Huu Duy, Head of Training Department of Dalat University, commented: "The proposal that students with poor academic performance will not be supported with 3.63 million VND/month by the Ministry of Education and Training is reasonable in order to motivate students to study. However, in reality, because the input of students for education is quite high, their learning and training results are generally very good. The number of students with scores below average is very low, not significant."
Dr. Duy said that tuition exemption for teacher training students is a necessary policy, but monthly living expenses support is unreasonable.
"Student teachers who are studying are supported with 3.63 million VND/month, while newly graduated teachers work hard, with a salary coefficient of 2.34 minus social insurance, their actual salary is not higher than 3.63 million VND/month. This is extremely unreasonable. This funding source should be added to the salary increase for teachers to attract young people to study teaching and limit the number of teachers leaving the profession due to low salaries," Dr. Duy shared.
