Hanoi Department of Construction established the Traffic Inspection Department

The Hanoi Department of Construction has just established the Traffic Inspection Department to carry out specialized inspection tasks in the field of traffic. Mr. Nguyen Hoang Hai was appointed as Head of the Department.

According to Decision No. 2456/QD-SXD, Decision No. 2272/QD-SXD and Decision No. 2293/QD-SXD, the Traffic Inspection Department is composed of 10 Teams, 4 specialized Teams and 6 regional Teams. Mr. Nguyen Hoang Hai, former Deputy Director of the Traffic Infrastructure Maintenance Department, was transferred and appointed as Head of the Traffic Inspection Department, Department of Construction.

Hanoi Department of Construction issued the Decision to establish the Traffic Inspection Department and appoint key personnel.

The Traffic Inspection Department is a specialized department under the Hanoi Department of Construction, with the function of advising the Director of the Department to perform specialized inspection tasks in the field of traffic and transportation within the state management scope of the Department.

Advise the Director of the Department in presiding over and advising on the development of annual, quarterly, monthly; or ad hoc; thematic inspection plans. Preside over and perform specialized inspection functions and tasks for organizations and individuals in compliance with legal regulations in the fields of roads, inland waterways, and railways.

Checking vehicles and drivers of vehicles, loading and unloading equipment, specialized construction equipment in traffic (except vehicles serving defense and security purposes and fishing vessels); training of road motor vehicles and transportation (except for the task of testing and granting driving licenses for road motor vehicles).

The Department also has the function of inspecting, recording administrative violations, and recommending competent authorities to handle administrative violations according to the provisions of law in the field of transportation within the state management scope of the Department of Construction.

At the same time, coordinate with the police force and local authorities to carry out the task of directing traffic flow and preventing traffic congestion at intersections with pilot traffic organization plans, hot spots, traffic construction sites, cultural and political events in the city.

Coordinate to resolve incidents in the work of ensuring order, traffic safety, and preventing traffic congestion in the city. Coordinate with the Construction Inspection and Fire Prevention Department (also under the Department of Construction) in the work of fire prevention inspection; receive citizens, resolve complaints and denunciations in the field of transportation. Advise the leaders of the Department of Construction to deploy, monitor, urge, and summarize the implementation of tasks on decentralization and authorization in the field of state management of the Department.

The Traffic Inspection Department is expected to be a force closely following the field, effectively supporting the Department of Construction in implementing tasks in management, operation and supervision of the traffic and transportation sector of Hanoi.
