Prime Minister Pham Minh Chinh: Hanoi, please continue the nation's journey of 'Independence - Freedom - Prosperity

In his congratulatory speech and direction for the Congress, Prime Minister Pham Minh Chinh requested Hanoi to focus on implementing the “5 key points - 3 no’s” and continue the journey of “Independence - Freedom - Prosperity - Happiness” of the nation; wishing that Hanoi must be a place to “Discover talents; unleash intelligence; spread humanity; harmonize with nature; and progress with the times”.

Also attending the meeting were: Politburo member, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai; Party Central Committee Secretary, Director of the General Department of Politics of the Vietnam People's Army Trinh Van Quyet; Party Central Committee member, Vice President Vo Thi Anh Xuan, First Vice President of the Central Emulation and Reward Council; leaders of central departments, ministries, branches and Hanoi city.

In particular, the Congress was attended by over 600 delegates representing typical advanced collectives and individuals, good people, and outstanding good deeds in the patriotic emulation movement of Hanoi city in the period of 2020-2025.

Spreading faith, promoting development

With the theme "Solidarity, innovation, creativity, emulation to build a civilized, modern, happy capital", the Hanoi City Patriotic Emulation Congress for the period 2025 - 2030 summarizes the emulation movement and reward work for the period 2020 - 2025 and sets out the directions and tasks for emulation and reward work for the period 2025 - 2030; commends, rewards, and honors outstanding collectives and individuals in the city's patriotic emulation movement and introduces the Delegation to attend the 11th National Patriotic Emulation Congress.

In the period of 2020 - 2025, with the theme "Solidarity, creativity, innovation, emulation to build a civilized, modern and cultural capital", the city's patriotic emulation movements are always innovative in content and methods of organizing movements towards the grassroots and direct workers, closely following political tasks, focus and specific emulation criteria, bringing practical results.

New emulation movements launched by the Central and the city such as: "The whole country competes to build a learning society, promote lifelong learning"; "Promote the development of synchronous and modern infrastructure; practice thrift, combat waste"; "Implement the transition of public service units to financial autonomy in Hanoi"; emulation movements strive to excellently complete the task of implementing the Capital Law... continue to promote efficiency, bring practical benefits and are supported by the people. The emulation movements have contributed to completing and exceeding the plan of many targets set by the 17th City Party Congress.

From the emulation movements, many examples, advanced models, new factors have emerged in localities, units, industries, fields and people of the Capital. Among them, 8 collectives and individuals were awarded the title of Hero of the People's Armed Forces, Hero of Labor by the Party and State; hundreds of collectives and individuals were awarded other noble titles. In the past 5 years, Hanoi has had 3,750 individuals awarded the title of "Good people, good deeds", of which in the first 9 months of 2025, the city awarded the title of "Good people, good deeds" to nearly 300 individuals.

In the period of 2025 - 2030, to successfully carry out the socio-economic development tasks according to the Resolution of the 14th National Party Congress, the Resolution of the 18th Hanoi Party Congress, the patriotic emulation movement and the commendation work of Hanoi focus on key and breakthrough tasks including: Innovating the growth model, developing modern infrastructure; protecting the environment and responding to climate change, developing culture and people; ensuring social security and welfare; building a culture of thrift, fighting waste, ... Hanoi will promote regional connectivity; expand and improve the effectiveness of foreign affairs and international integration activities; build a truly clean and strong Party organization, a "Refined - Lean - Strong - Effective - Effective - Efficient" political system.

Together with the leaders of the Party, State and Hanoi city, presenting noble titles to outstanding collectives and individuals; delivering congratulatory speeches and directing the Congress, on behalf of General Secretary To Lam and the leaders of the Party, State, and the Central Emulation and Reward Council, Prime Minister Pham Minh Chinh cordially sent to the delegates, comrades and all the people and soldiers of the Capital his respectful greetings, affectionate regards and best wishes.

Prime Minister Pham Minh Chinh recalled that more than 77 years ago, beloved President Ho Chi Minh issued the Call for Patriotic Emulation, officially launching the patriotic emulation movement nationwide. He pointed out: "Emulation is patriotism, patriotism requires emulation, those who emulate are the most patriotic..." Since then, the spirit of patriotic emulation has become a source of great strength, a flag of the will and determined actions of our entire Party, people and army.

According to the Prime Minister, through the glorious historical stages of the nation, under the leadership of the Party, the participation of the entire political system, the support and active participation of all classes of people, the patriotic emulation movement has had strong and extensive developments. Many practical and effective emulation movements were born, strongly promoting the spirit of solidarity, patriotic tradition, aspiration for dedication, self-reliance, self-strengthening, national pride and self-respect, contributing significantly to the great victories of the Vietnamese revolution such as: Movement "All for the South", "All for the frontline", "Three ready", "Three responsible", "Three best", "Five volunteer", "Sea waves", "Great wind", "Northern Ly drum"... and recently the movement "Promoting studying and following Ho Chi Minh's ideology, morality and style". Patriotic emulation has crystallized into a precious tradition, endogenous strength, and unique cultural feature of our nation.

Prime Minister Pham Minh Chinh assessed that in recent times, with its role as the national political and administrative nerve center, a major center of culture, science, education, economy, etc. of the whole country, promoting the spirit of "Hanoi is a model for the whole country", the Capital has taken the lead in implementing patriotic emulation movements extensively, practically, and effectively to create a vibrant competitive atmosphere, arouse the desire to contribute, unlimited creativity and mobilize the combined strength of all levels, sectors, and the entire people, striving to complete and exceed the set targets and tasks of socio-economic development.

Summarizing the patriotic emulation movement of the Capital over the past 5 years as "positive changes - rich identity - constantly creative - spreading confidence - promoting development", the Prime Minister affirmed that the maturity, growth and development of the Capital today have important contributions from the patriotic emulation movement.

On behalf of the Party and State leaders and the Central Emulation and Reward Council, praising and appreciating the efforts of the entire political system, people and businesses of the Capital, Prime Minister Pham Minh Chinh also warmly praised the achievements of the heroes, emulation fighters, advanced models, outstanding citizens of the Capital, examples of "good people, good deeds" - you are truly beautiful flowers in the beautiful flower garden, contributing to the outstanding common achievements of the Capital in the past 5 years.

The emulation movement of the capital must go into substance.

Frankly pointing out a number of concerns and notes that need to be overcome in organizing emulation movements in the recent period of Hanoi city, the Prime Minister emphasized that we are entering the last months of 2025 - the peak period for the whole country and Hanoi to strive to complete and exceed the goals and targets for national development set by the 13th National Party Congress.

Recently, the Central Council for Emulation and Commendation launched a peak emulation campaign to achieve achievements in celebration of the 14th National Party Congress to create a vibrant emulation atmosphere throughout the country, so that the entire Party, people and army can strive to compete, accelerate, break through, innovate thinking, and take drastic actions to create momentum, create force, and create a position to contribute to bringing the country into a new era - an era of strong, civilized, prosperous, happy development, and steady progress towards socialism.

Believing that this is an important time for Hanoi to seize the opportunity, accelerate action, promote its unique potential, outstanding opportunities, competitive advantages, pioneer, be exemplary, proactive, lead, and inspire the whole country in all activities and emulation movements, Prime Minister Pham Minh Chinh emphasized that emulation and reward work is an important driving force, an endogenous strength in socio-economic development; building the Party, government and political system of the Capital increasingly clean and strong. Therefore, the emulation movements of the Capital in the new period must also have a stronger breakthrough development, more substantive and effective, in order to meet the requirements and tasks being set for Hanoi in the new situation.

Prime Minister Pham Minh Chinh asked Hanoi to focus on implementing "5 focuses - 3 nos - 1 consistent goal" in building emulation movements in the capital.

In which, the "5 focuses" include: Building a clean, strong, disciplined, disciplined, development-creating Party, government and the entire political system, close to the people, serving the people; Promoting economic restructuring associated with innovation of the growth model towards green, digital, circular, based on science and technology, innovation and digital transformation; Creating breakthroughs in rapid and sustainable development, especially focusing on building "open institutions, smooth infrastructure, smart governance"; Developing people comprehensively in morality - intelligence - physique - aesthetics, focusing on developing high-quality human resources; Developing a thousand-year-old culture to become an important endogenous strength and driving force for the development of the Capital.

Along with that, implement "3 no's": No formalities, no bragging, no empty talk, "talking but not doing"; no "doing but lacking effectiveness" and lacking people's response and "1 consistent goal": Continuing the journey of "Independence - Freedom - Prosperity - Happiness" of the nation, bringing the country steadily forward to socialism.

The Prime Minister requested all levels and sectors of the Capital to continue to compete in patriotism; closely follow the viewpoints and directions of the Central Committee, and the guidance of General Secretary To Lam to concretize them into tasks, goals, action programs, and specific implementation plans, with a breakthrough vision, to develop the Capital into a center of science and technology, innovation, and digital transformation not only in Vietnam but also in the region and the world.

The Prime Minister requested that more than 600 delegates who are typical advanced models and Emulation Fighters attending this Congress continue to set good examples, promote their capacity and intelligence, constantly strive and try, always be the core force, the typical "nucleus" of patriotic emulation movements in agencies, units and localities so that the "flame of emulation" always shines brightly, so that everything needs emulation, so that emulation initiatives always exist every day, "permeate" deeply into the social community.

Emphasizing that during his lifetime, President Ho Chi Minh once advised: "The whole country looks to our Capital. The world looks to our Capital." Hanoi is known as the Heroic Capital, the Capital of culture, civilization, modernity, the Capital of conscience and human dignity, the City for Peace, where the soul of the thousand-year-old mountains and rivers rests, the face of the nation, the symbol of gallant, elegant and loyal people.

According to the Prime Minister, the mission, trust and responsibility placed on the Capital are extremely heavy but also very glorious and proud. With the spirit of "Hanoi for the whole country, the whole country for Hanoi", the people of the whole country are looking forward to the leading role, pioneering mission, and development creation of the Capital. The Prime Minister believes and hopes that, with the tradition of solidarity, efforts and emulation of the Party Committee, the government and the people of the Capital, the patriotic emulation movement of Hanoi in the coming time will reap many new successes and victories, making Hanoi a socialist capital as the wish of beloved President Ho Chi Minh, worthy of the title of heroic capital "Cultured - Civilized - Modern", the capital will forever shine with conscience and human dignity; at the same time, he wishes the Party Committee, government, army and people of the Capital to always be united, unanimous and determined to strongly develop the patriotic emulation movements, contributing to building the capital to develop quickly and sustainably, to step firmly into the new era with the whole country.
