Inspecting and encouraging officers and soldiers of Division 312 to carry out their duties in Da Phuc commune ( Hanoi ), Major General Le Xuan Thuan, Commander of the 12th Corps, praised Division 312 for strictly following orders and successfully completing the task of supporting the locality and people; and encouraged soldiers to continue to strive, overcome difficulties, and protect the safety of people's lives and property.

The Division has proactively coordinated with the authorities and people of Trung Gia and Da Phuc communes, and the Defense Command of Region 1 - Soc Son to overcome the consequences of storms No. 10 and 11 and the post-storm circulation that caused widespread rain and flooding in the area.

Currently, the water on the rivers is receding slowly. The troops are concentrating on building sandbags to protect the dikes. With the weather forecast to be complicated in the coming days, officers and soldiers of Division 312 are concentrating all resources to protect the people and keep their crops safe.

On the local side, Mr. Do Van Thuc (Ngo Dao village, Da Phuc commune) shared that last night (October 9), the water rose to the edge of the dike, his house has been flooded for 3 days, the family has a boat so they were able to evacuate their elderly mother to the commune's primary school. There are only two mother and son in the house, luckily rescue forces came to the house and evacuated his mother. His house is still flooded, the family's rice is planted for several acres, it is almost time to harvest but the water is all flooded. Mr. Thuc said that the commune government responded promptly, urgently evacuating people when the water rose, escaping the danger zone.

Ms. Nguyen Thi Mo (in Xuan Son village, Trung Gia commune) said that her house is in the "flood center" area, close to the railway (the landslide area). Her 3-storey house was flooded 3m (up to the first floor), and the family members had evacuated to stay at a relative's house. She said she had never seen the water rise so high.

Comrade Do Thu Nga, Chairman of the People's Committee of Da Phuc commune, said that when the water rose, the commune government promptly reported to the Hanoi People's Committee and the City Civil Defense Command, urgently notifying people to evacuate people, property, and livestock to a safe place.

The locality effectively promotes the 4 on-the-spot measures, with the support of the armed forces, especially the officers and soldiers of Division 312, an elite and effective force. In the coming days, the commune will focus on ensuring the stability of people's lives and responding to possible situations.
