Tan Lac (Hoa Binh): Providing capital and livelihood support to help ethnic minorities escape poverty sustainably

The population of Tan Lac district, Hoa Binh province is over 90,000 people with many ethnic groups living together, of which the Muong ethnic group accounts for 85%. The district has 16 administrative units (15 communes, 1 town), of which 146/159 hamlets and areas belong to ethnic minority and mountainous areas, 5 communes and 24 hamlets are particularly difficult.

Mr. Bui Van Chanh, Head of the Ethnic Affairs Department of Tan Lac district, said that with the motto "giving a fishing rod is better than stringing a fish", the District People's Committee has implemented synchronous solutions to direct publicity, transparency, democracy and received high consensus from the people.

Localities have concretized the Party and State's policies and guidelines in accordance with reality, to provide a "fishing rod" and open up opportunities for people to escape poverty.

Mr. Bui Van Dau's family (in Tham hamlet, Suoi Hoa commune, Tan Lac district, Hoa Binh province) is one of the poor households in the commune that benefits from the project to support production development according to the value chain.

Due to the mountainous terrain, Mr. Dau’s family, like many others, had to rely on a few fields, small-scale farming and livestock farming all year round. Despite working hard, after many years of trying, he and his wife still could not escape poverty.

“In early 2023, my family received support for a pair of breeding goats. Thanks to the correct application of technical and care instructions, the pair of goats have grown and reproduced well, bringing high income to the family,” Mr. Bui Van Dau shared.

Tan Lac district is strongly implementing and achieving many results from the National Target Programs. Mr. Bui Van Mui, Chairman of the People's Committee of Suoi Hoa commune, informed: In 2023, the commune was allocated 450 million VND by the National Target Program for Socio -Economic Development in Ethnic Minority and Mountainous Areas to implement Sub-Project 2 - Supporting the Development of Production according to the Value Chain. Based on the needs of the people, the commune has assessed poor and near-poor households to support seeds and allocate them appropriately; prioritizing capital, plants, and seeds for poor households to build economic models suitable to local conditions.

Suoi Hoa Commune has implemented specific solutions in integrating national target programs with ethnic policies, such as: Propaganda, support for large livestock farming, machinery, agricultural equipment, trees, breeds and rural transport development.

From 2022 to 2023, the capital source of the ethnic minority development program has invested over 122 billion VND in the district, which has been used effectively by the locality. The National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas has integrated 118 ethnic policies in previous stages with new policies to build 10 projects with 14 sub-projects and 36 components.

According to the assessment of Mr. Bui Van Chanh, Head of the Ethnic Affairs Department of Tan Lac district, the implementation of socio-economic development policies in the district has achieved positive results, contributing to gradually improving the lives of ethnic minorities. In 2019, the total social investment of the district only reached over 1,328 billion VND, by 2023 it will increase to over 2,815 billion VND. Average income per capita at current prices reached 39.5 million VND, the poverty rate decreased to 9.4%.

The support of capital and livelihoods for poor households to develop the economy in Tan Lac district has been bringing practical results. With synchronous solutions, the efforts of the Party, the government and the people, along with the investment from ethnic programs and policies, will be a great driving force to help the district complete the socio-economic development goals, improve the lives of people in general and ethnic minorities in particular.

Implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas, Hoa Binh province in general and Tan Lac district in particular focus on propaganda and mobilization work so that cadres and people of all walks of life understand and fully grasp the policies and mechanisms of the Program, thereby creating high consensus and unity in implementation.
