Disseminate laws and provide legal aid to ethnic minorities

The legal bookcase of Luy Ai hamlet, Phong Phu commune (Tan Lac) is placed solemnly right next to the main door of the hamlet's cultural house. In it, there are thousands of legal books arranged neatly and tidily. The books are rich, practical, and easy to understand. Especially, many books on legal knowledge in question-and-answer format help people access legal knowledge in a simple and effective way.

Mr. Bui Van Nuc, Chairman of Phong Phu Commune People's Committee, said that not only Luy Ai hamlet, but currently, 100% of hamlets in the commune have legal bookcases. Thereby, helping people to raise their awareness and understanding of legal knowledge. From there, people understand more about their civic duties, social responsibilities, and know how to protect their legitimate and legal rights.

Determining that the work of propagandizing and disseminating legal education (TT, PBGDPL) always plays a very important role for ethnic minorities, in recent years, Tan Lac district has promoted this work, integrating it into cultural, artistic, sports and traditional festival activities. The main propaganda content focuses on the following laws: Land Law, Law on Mediation at the Grassroots, Law on Marriage and Family, Law on Gender Equality, Law on Drug Prevention, Law on Prevention of Human Trafficking, etc.

In fact, the work of information, propaganda and education of the law in the period of 2019 - 2024 in Tan Lac district has focused on a number of contents, such as: Propaganda and mobilization of ethnic minorities to raise awareness of the State's policies and laws directly related to life; on implementing the Party's guidelines and policies, the State's policies and laws on ethnic work, ethnic policies and great national unity.

The district also focuses on propagating national target programs on sustainable poverty reduction, new rural construction, socio -economic development in ethnic minority and mountainous areas; on preserving and promoting good traditional values, cultural heritage of ethnic minorities associated with tourism development; mobilizing people to abandon backward customs...

As a result, over the past 5 years, departments, branches and People's Committees of communes and towns have coordinated to organize 1,893 legal propaganda sessions for 165,381 people. During the propaganda sessions, over 80,690 sets of documents were distributed free of charge to participants.

Also in the period of 2019 - 2024, the District organized 10 legal knowledge competitions with over 2,673 officials, civil servants, public employees and people participating. The dissemination of legal information through mass media and loudspeakers was also given attention; the legal education dissemination program was broadcast on the commune loudspeaker system 1,558 times; 418 news and articles on law were published and broadcast on mass media.

Sticking to practice to improve the effectiveness of legal aid and legal dissemination activities

Tan Lac is a locality with a large number of ethnic minorities living together. In recent years, the district has achieved many remarkable achievements in socio-economic development, while maintaining security and national defense.

Recognizing the importance of legal aid activities, legal dissemination and mediation at the grassroots level, as a top priority task, playing a connecting role in building and enforcing the law, the District People's Committee issued a specific plan at the grassroots level, building a commune that meets legal access standards.

At the same time, a thematic plan was put forward to strengthen the implementation of key tasks: providing guidance on legal dissemination and education, grassroots mediation, and inspecting and evaluating activities in this field; focusing on building communes that meet legal access standards with the goal of creating a stable and healthy legal environment for the people.

Tan Lac district has directed and assigned tasks to functional agencies to implement the national target program in the period of 2021 - 2030, especially socio-economic development in ethnic minority areas. The communes have established 16 Management Boards, responsible for monitoring and implementing these programs effectively. The clear decentralization between management levels helps the implementation at the grassroots level to take place smoothly, creating favorable conditions for the synchronous development of the whole district.

In addition to the communication programs on PBGDPL and grassroots mediation on mass media, the work of fostering knowledge and skills to improve the capacity of the implementation team at the grassroots level is widely deployed. Ensuring that legal education work reaches the reality of people's lives.

According to Mr. Bui Van Chanh, Head of the Ethnic Affairs Department of Tan Lac district, in the first 9 months of 2024, agencies, units and People's Committees of communes and towns used the form of direct dissemination and education of law through conferences and concentrated classes in hamlets. These activities have helped the legal dissemination activities to be close to reality, suitable to the subjects and situation of each locality.

In areas with complicated law violations, legal dissemination work has been focused on, thereby reducing violations and raising people's legal awareness.

In the coming time, Tan Lac district will actively propagate and carry out the task of building communes that meet legal access standards within the framework of the National Target Program on new rural construction; legal policies and guidelines to serve socio-economic development tasks.
