(CLO) On the morning of October 22, the People's Committee of Hai Duong province held a conference to disseminate and guide the implementation of the 2023 Housing Law and the 2023 Real Estate Business Law.
The Housing Law and the Real Estate Business Law, which take effect from August 1, 2024, with many new points, are an opportunity to remove difficulties and obstacles that have existed before in order to create a healthy investment and business environment, protecting the rights of people and businesses in accordance with the provisions of law.
Along with that, the provisions of the Law and the contents of the decrees guiding its implementation this time have covered most of the state management contents in the fields of housing and real estate business.

At the Conference, leaders of the Department of Housing and Real Estate Market Management, Department of Legislation ( Ministry of Construction ) disseminated and provided guidance on the 2023 Housing Law, decrees, decisions, and circulars detailing the law; introduced the basic contents of the 2023 Law on Real Estate Business; the relationship of the above two laws with other laws; Decree No. 100/ND-CP dated July 26, 2024 of the Government regulating the development and management of social housing.
Informing the delegates attending the conference, Mr. Tran Van Quan, Vice Chairman of Hai Duong Provincial People's Committee, asked the delegates and investors to follow the contents, especially the new points of the law. For unclear contents or those with different interpretations, they will summarize and propose so that experts from the Ministry of Construction can directly guide them at the conference, creating favorable conditions for implementation in the locality.
Regarding some contents that Hai Duong province is implementing, such as: Researching and advising the Provincial People's Council to issue a mechanism to support the implementation of construction investment projects according to the plan: in addition to supporting land exemption, it also supports site clearance costs and infrastructure investment costs in social housing land for both urban and suburban cases. This content needs to seek opinions, suggestions, and guidance from the Ministry of Construction and request the Ministry's experts to provide more information and practices of other localities. In addition, there are many other contents being implemented with different opinions, it is recommended that the leaders of the Department of Construction synthesize to consult with the leaders and experts of the Ministry of Construction.
