Tay Ninh: Considering recruiting 88 candidates who passed the civil service exam before restructuring the apparatus

Tay Ninh Department of Home Affairs contacts qualified candidates to supplement their diplomas, review suitable job positions at the commune level to submit to competent authorities for consideration and issuance of recruitment decisions.

According to Mr. Pham Xuan Bach, Director of the Department of Home Affairs of Tay Ninh province, to supplement the civil servant force for localities with staff shortages, the province is considering recruiting 88 candidates who passed the commune-level civil servant recruitment exam (organized by 4 former district-level units, formerly belonging to Tay Ninh province, before implementing the apparatus arrangement), but have not been issued recruitment decisions due to the implementation of the policy of temporarily suspending recruitment according to Conclusion No. 128-KL/TW dated March 7, 2025 of the Politburo .

The Department of Home Affairs has also contacted qualified candidates to supplement their diplomas, reviewed suitable job positions at the commune level to submit to competent authorities for consideration and issuance of recruitment decisions, contributing to supplementing the force for localities lacking staff. The review and recruitment are carried out according to the guidance of the Ministry of Home Affairs .

At the same time, Tay Ninh also mobilized and dispatched 48 civil servants from departments and branches to reinforce communes and wards that are lacking human resources, to ensure work requirements in the current context.

According to the assessment of the People's Committee of Tay Ninh province, after more than 3 months of implementing the two-level local government model, the administrative apparatus from the provincial to communal levels has been basically improved and streamlined.

The provincial level currently has 15 specialized agencies and equivalents; the commune level includes 96 communes and wards with full organizational structures and public administrative service centers. The functions, tasks and powers of agencies and units have been reviewed and supplemented in a timely manner, contributing to overcoming duplication and overlap, improving the effectiveness and efficiency of operations.

The commune-level public administrative service centers operate stably, ensuring timely receipt and processing of documents, improving people's satisfaction. The province's administrative procedure information system has been connected to the National Public Service Portal, publicizing 2,057 administrative procedures, of which 428 procedures are provided in the form of full-process online public services.

However, the operation of the two-level local government model in Tay Ninh still faces some difficulties such as: some communes and wards lack staff compared to the assigned staffing framework; lack of specialized officials and civil servants in fields such as construction, land management, and economics; many officials have to hold multiple positions; information technology infrastructure is not yet synchronized, affecting the processing of online records./.
