Removing bottlenecks caused by legal regulations: Cannot delay any longer

Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized that institutions are one of three strategic breakthroughs, recently identified as the breakthrough of breakthroughs, the bottleneck of bottlenecks. Therefore, the policy of the Party, headed by General Secretary To Lam, is to turn legal bottlenecks into national competitive advantages.

According to the Prime Minister, in the development process, many issues have not been fully predicted, the law has not covered all aspects of life, or there have been regulations but practice has surpassed them. Therefore, it is necessary to perfect according to the motto "what is ripe, clear, proven correct by practice, agreed by the majority, and effectively implemented, then proceed to legislate; what is not ripe, unclear, then put into sub-law documents to regulate, expand as you go, gradually perfect, not perfectionist, not hasty".

The Prime Minister said that at the Central Steering Committee's special meeting on institutional and legal improvement on August 5, 2025, the agencies determined that nearly 40% of the recommendations were well-founded, with 834/2,092 recommendations in 789 legal documents. Therefore, General Secretary To Lam requested that we closely follow the goals of Resolution 66-NQ/TW of the Politburo, the basic requirement is to complete the removal of "bottlenecks" due to legal regulations in 2025 and "cannot delay any further".

The Government Party Committee continues to direct and synchronously implement solutions to improve the quality of document review, drafting, appraisal, and examination of projects and draft legal documents; continue to perfect the review results, ensuring accurate identification of solutions to handle difficulties and problems received in the past time.

Recently, Deputy Prime Minister Le Thanh Long signed a decision to issue a Plan to direct the implementation of the conclusion of General Secretary To Lam with the request: Directing the completion of the review results, ensuring the accurate identification of the contents of 834 difficulties and obstacles and 21 recommendations and reflections with different opinions that have been held by the Ministry of Justice and agreed with relevant ministries and branches to have a solution for each specific difficulty; Responding and publicizing the official opinions of ministries and branches on the recommendations and reflections that the ministries and agencies agree are not difficulties or obstacles due to legal regulations so that agencies, organizations, enterprises and individuals with recommendations can know.

The Prime Minister requested the Steering Committee to report and discuss: The implementation of the tasks of the Standing Agency of the Steering Committee according to Notice No. 150/TB-VPCP dated April 3, 2025 on the conclusion of Deputy Prime Minister Le Thanh Long, Deputy Head of the Standing Committee of the Steering Committee at the 5th Session of the Steering Committee; The results of the review of legal documents affected by the reorganization of the apparatus and recommendations and proposals according to the provisions of Article 11 of Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly regulating the handling of a number of issues related to the reorganization of the state apparatus.

Along with that, listen to reports and discuss: Results of the review, propose solutions to improve the law to remove difficulties and obstacles due to legal regulations according to Plan No. 20-KH/DUCP dated July 10, 2025 of the Government Party Committee on directing and giving opinions on the results of the review, propose solutions to improve the law to remove difficulties and obstacles due to legal regulations, including the laws that were directed at the 5th Session.

At the same time, report on the implementation of the Conclusion of General Secretary To Lam in Notice No. 08-TB/BCĐTW dated August 8, 2025 on continuing to perfect the review results, ensuring accurate identification of the contents of 834 difficulties; officially respond publicly to 1,237 contents, recommendations, and reflections that the Ministries and branches agree are not difficulties or obstacles due to legal regulations so that agencies, organizations, businesses, and individuals with recommendations and reflections can know.

At the meeting, the Steering Committee focused on discussing and giving opinions on the following issues: Results of reviewing legal documents affected by the organizational arrangement; Results of reviewing and proposing solutions to improve laws to remove difficulties and obstacles caused by legal regulations according to Plan No. 20-KH/DUCP dated July 10, 2025 of the Government Party Committee, including laws that have been commented on at the 5th Session and draft laws being submitted to the National Assembly at the 10th Session.

In addition, the Party Committee of the Ministry of Justice has issued Report No. 76-BC/DU reporting to the Central Steering Committee on the results of the review and proposed solutions to remove difficulties and obstacles caused by legal regulations; requesting the Ministry of Justice to update the report on recommendations from some localities and associations that have recently submitted reports and directions for handling these recommendations and proposals.

The Steering Committee also discussed activities that need to be focused on implementing in the coming time, including how to coordinate with agencies, especially agencies of the National Assembly, to ensure the highest efficiency.

Prime Minister Pham Minh Chinh directed members of the Steering Committee, ministries, branches and localities to promote the highest spirit and responsibility; with all transparency and impartiality, focus on reviewing and removing obstacles in the legal system; institutionalize the Party's policies; ensure an open legal system; mobilize all resources and strength of the entire nation, combine national strength with the strength of the times for development, especially achieving the growth target of 8.3-8.5% this year and double digits in the following years, so that the whole country can enter a new era of rich, civilized, powerful and prosperous development.
