Opening the meeting, Prime Minister Pham Minh Chinh said that recently, the Politburo and the Secretariat issued Conclusion No. 195-KL/TW on the situation and performance of the political system and two-level local government apparatus, with very specific tasks for the Government Party Committee, especially reviewing and carefully evaluating the feasibility of implementing the task of decentralization, delegation, and assignment of authority to the grassroots.
After 3 months of implementation, the organization of the 2-level local government model continues to have many positive changes, affirming the correct and decisive leadership and direction of the Party, directly the Politburo, the Secretariat, headed by General Secretary To Lam; at the same time demonstrating the sense of responsibility, determination and creativity of all levels, sectors and localities.
Up to now, the two-level local government apparatus has basically completed its organization and personnel, operated smoothly and uninterruptedly, ensuring better service to the people; administrative reform and digital transformation have achieved many positive results, with over 7 million online records processed, the on-time rate reaching over 91%, more than 3,100 commune-level Public Administration Service Centers put into operation; the arrangement of headquarters and public assets has been seriously implemented, saving the budget, many facilities have been converted to serve the community; the people agree and support the major policies of the Party and State.
However, according to the Prime Minister, the implementation process still has many problems and shortcomings. In particular, the management capacity, legal capacity, professional capacity, digital transformation capacity, and creative capacity of officials and local authorities in some places are still limited. In some communes, wards, and strongly developed special zones, the work is overloaded and vice versa, so careful research is needed to arrange appropriately.
Along with that, some guiding documents are still slow, especially in the fields of finance - accounting, land, education; many places have difficulties in infrastructure, human resources; the online public service system is still inadequate, data is not synchronized; the payment of policies for retired people has not been completely resolved; people in some areas have not yet adapted to the new way of handling procedures; electricity and telecommunications infrastructure in some places is still difficult...
The Prime Minister requested that at the meeting, delegates focus on discussing solutions to immediately remove existing obstacles. Regarding institutions and policies, the Prime Minister said that up to now, many areas have not had specific instructions, causing localities to be confused in implementation. The Prime Minister asked why, whose responsibility is it, what progress commitments are made, etc.
Regarding the policy settlement, the Prime Minister said that after many documents and instructions from the Party and the Government, why up to now there are still 31,000 people who have not received the policy payment. Therefore, the Prime Minister requested to clarify the cause and propose a way to completely resolve this issue.
The head of the Government raised the issue: There is still a surplus of officials and civil servants in some places and a shortage in others; the determination of job positions at the commune level is still problematic, causing anxiety, and immediate solutions are needed. Regarding facilities, information technology infrastructure, the online public service system often has technical errors, data is not synchronized, and connections have not been completely resolved. What is the solution? Along with that, continue to assess the feasibility of implementing the task of decentralization, delegation, and assignment of authority to the grassroots.
Believing that many interconnected procedures have not yet operated smoothly, such as non-territorial procedures in the fields of land, construction, household registration, and insurance, the Prime Minister asked delegates to discuss solutions to simplify the process, so that people do not have to go back and forth many times, causing frustration, as General Secretary To Lam emphasized: "As long as people still complain, the government is not operating effectively"...
