In response to the question about the current procedure for notifying the installation of rooftop solar power, which is considered complicated when requiring people to send a notification but in fact register with many functional agencies, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan affirmed: " There is no reason for the Ministry of Industry and Trade to set up procedures that make it difficult or limit regulations on rooftop solar power installation ."

Mr. Tan explained that the electricity industry needs to grasp information, especially the power capacity of rooftop solar power systems to supply electricity reasonably. " This is not for management, people only need to be informed. However, because the electricity industry is a special industry, the technical factors are difficult, so it is necessary to have consultants for people during the installation process and provide information and parameters for people to work, " Mr. Tan added.

The Ministry of Industry and Trade is aiming for localities to carry out online procedures to simplify them, along with more widespread propaganda for people and households to do this. "The Ministry is assigning the Electricity Department to review the regulations to make them even simpler," Mr. Tan informed.

Meanwhile, Mr. Bui Quoc Hung, Deputy Director of the Electricity Department, further explained: according to regulations, rooftop solar power that is self-produced, self-consumed and used independently will not need to be registered or notified. However, cases where EVN electricity is purchased and solar power is installed must be notified, not a mechanism that requires registration or request.

Mr. Hung explained that this notification mechanism is to help local electricity management agencies know about the usage, ensuring a suitable balance between supply and demand. In particular, when implementing the notification, it will help the electricity agency know about the use of solar power, in order to manage and operate more regularly, so it is required that relevant parties notify when installing.

In addition, Mr. Hung said that the ministry is also building a mechanism to encourage incentives for the development of rooftop solar power, to encourage permission to sell electricity to EVN and financial mechanisms such as preferential loans... with a more open spirit, simpler procedures, only need to send registration documents, confirmation form to the ward/commune information portal, a single unit will receive information, then the electricity unit will come to install and measure.
