Ms. Dang Thi Kim Oanh and her passion for social housing at Kim Oanh Group

At the National Social Housing Development Breakthrough Conference chaired by Prime Minister Pham Minh Chinh on October 11, Ms. Dang Thi Kim Oanh, Chairwoman of Kim Oanh Group, shared about her 17-year journey in the real estate sector and especially her passion for the social housing segment, which she called "the journey for the happiness of workers".

A series of social housing projects have been implemented.

"A small home can give wings to the big dreams of workers" - Ms. Kim Oanh opened her speech with a simple statement that contained the philosophy of life and work of the entire group. For her, each house is not only an asset but also a foundation for millions of Vietnamese people to build their future.

Ms. Kim Oanh said that in the past 3 years, Kim Oanh Group has completed 4 social housing and mid-range commercial housing projects with more than 4,000 products, priced from only 700 million VND/unit, targeting workers and laborers with real housing needs.

Responding to the Government's 1 million social housing project, the group is implementing a series of projects in Ho Chi Minh City and Dong Nai , the two localities with the most urgent needs at present. "Building social housing is not for profit but for sharing, contributing, and fulfilling social responsibility to the country - in line with the Party and State's policies" - Ms. Kim Oanh shared.

One of the strong marks of Kim Oanh Group is the pioneering application of Singapore social housing standards, cooperating with Surbana Jurong Group - the world's leading unit in urban planning and infrastructure.

A commercial housing project combined with social housing is being implemented by Kim Oanh Group.

The first project in this chain is K-Home New City (26.69 ha) in Binh Duong (old), including 3,310 low-rise and high-rise social housing products, expected to be handed over from November 2025. In just the past two months of August and September, the group has started construction on 4 projects in Dong Nai with 7,500 apartments, and is preparing to deploy an additional 7,000 apartments in Ho Chi Minh City and Dong Nai.

To date, Kim Oanh is developing 18,500 social housing apartments, aiming to reach 50,000 units by 2028, clearly demonstrating the vision and capacity of private enterprises in accompanying the Government to realize the goal of sustainable housing for the people.

Social housing but the quality is not "social" at all

Ms. Kim Oanh emphasized that the special point of Kim Oanh projects is not only in the scale, but also in the philosophy of "building houses to live in, not just to sell". The entire project is planned with synchronous utilities, including schools, swimming pools, playgrounds, sports areas, parks, supermarkets and clinics. Each urban area is designed so that residents feel civilized, safe and environmentally friendly.

The Group also applies EDGE green building standards, helping to save 20% of electricity and water and reduce carbon emissions; designs smart apartments with natural ventilation; and self-produces environmentally friendly materials to optimize costs while still ensuring quality.

In particular, the payment policy is called by Ms. Kim Oanh as "the most humane in the market" when buyers only need to pay 5-10% (equivalent to 35-70 million VND) to receive the house, then pay installments of about 3 million VND/month until reaching 20%, the rest can be borrowed from preferential banks. "We not only build houses to live in, but also create a community - a living environment - a pride of residence for thousands of workers" - Ms. Kim Oanh said.

Removing obstacles for the program of 1 million social housing units

At the conference, Ms. Kim Oanh also made many practical recommendations to overcome difficulties, helping the program of 1 million social housing units to soon reach its target. She said that the credit package of 120,000 billion VND is currently disbursed very slowly, causing many projects to be completed but people have not been able to borrow to receive their houses. "Our project is almost completed, but so far only 200 billion VND has been disbursed. I earnestly request the Government to direct more strongly so that capable businesses can access capital faster, and people can receive their houses soon," said Ms. Kim Oanh.

In addition, Ms. Kim Oanh proposed shortening the loan process, allowing the apartment area to increase to 90-100 m² to suit multi-generational families, and allowing the construction of low-rise houses in areas far from the center, where people are not used to living in high-rise apartments.

In particular, she hopes the Government will allocate more clean land to capable businesses, so that businesses "commit to reducing prices, shortening progress and handing over earlier than planned".

Kim Oanh Group is also willing to cooperate with individuals and businesses that have land funds but lack experience or capital to jointly develop social housing according to Singapore's standard model.
